Those fees are generally tied to the IP in the final chip and become due at tape-out, but the arrangement is not universally free and does not eliminate production royalties. RISC-V International, by contrast, says use of the RISC-V instruction set architecture (ISA) itself carries no fee. Arm identifies RISC-V as a competitor, but its public materials do not establish that the licensing changes were made specifically to head it off.
What changes under Arm Flexible Access?
Flexible Access changes the timing and scope of early access: eligible customers can work with Arm IP and related resources before they have to pay applicable license fees for the IP selected for a production design. Arm says the annual access fee starts at $0 and covers design rights; terms vary by program and customer, so that starting point should not be read as a universal free-access offer.
Arm also says that for IP requiring a licensing payment, the payment is due at tape-out rather than earlier in development. Fees are calculated based on the IP included in the final system-on-chip (SoC) design. This can reduce the upfront commitment while a team is evaluating designs, but it does not mean the final chip carries no licensing cost.
Arm describes multiple licensing and subscription models, so Flexible Access is one option rather than a description of every Arm customer’s arrangement. See Arm’s Flexible Access overview and licensing overview for the program and model distinctions.

What changed for startups in 2026?
On February 2, 2026, Arm announced expanded eligibility for its Flexible Access for Startups program. Arm said eligible partners would pay a single annual fee of $85,000, receive unlimited tape-outs, and defer applicable license fees until tape-out. The annual program fee is separate from those deferred project license fees; $85,000 is not a promise that all IP or production rights are covered for that amount.
Arm said Flexible Access had supported “over 400 chips across more than 100 companies.” That is Arm’s cumulative program figure, not an independent industry count. The announced startup terms are specific to that program and may differ from other Flexible Access arrangements. Details are in Arm’s February 2, 2026 announcement.

Does RISC-V cost nothing to use?
RISC-V International states: “There is no fee to use the RISC-V ISA.” That means the ISA itself does not require a usage fee. The organization separately distinguishes trademark licensing: members need authorization to use the RISC-V mark with compliant implementations, as explained in its FAQ.
A no-fee ISA does not make the full cost of developing a chip zero. Teams still need to account for engineering, verification, implementation, manufacturing, software, and support. The RISC-V statement addresses the ISA fee, not those project costs.

Arm’s Form 20-F for the year ended March 31, 2026 describes customer license fees and per-unit royalties, and lists RISC-V among the competitors Arm faces. That establishes a competitive context, not the specific motive behind a given licensing change.

No. Arm’s official materials document Flexible Access and identify RISC-V as a competitor, but they do not independently say the program changes were made specifically to stop RISC-V adoption. The supportable conclusion is narrower: Arm offers eligible customers a way to defer certain costs while evaluating Arm technology, in a market where RISC-V is one of its competitors. A stronger claim about motive would require direct reporting or an explicit statement from Arm.
