Sometimes a reviewer may accept a self-prepared document, but a pay stub you create yourself is not dependable proof on its own: it does not independently establish that an employer paid you. The organization requesting proof sets the rules. If you are self-employed, identify that accurately and ask which tax, bank, or business records it will accept instead.

Why a self-created pay stub may not be enough

Proof-of-income requirements depend on the decision being made. A mortgage lender, landlord, housing program, or benefits office may each ask for different documents. There is no single acceptance rule established for every institution or application, so request the specific verifier’s written checklist.

A document formatted like a payroll statement does not become employer-issued evidence merely because it lists wages, deductions, or pay dates. In covered mortgage transactions, the Consumer Financial Protection Bureau’s Regulation Z commentary requires creditors to verify income they rely on using third-party records that provide reasonably reliable evidence. Its examples include filed tax returns, W-2s, payroll statements, financial institution records, employer records, and certain government benefit records: CFPB, Regulation Z § 1026.43 commentary. This mortgage standard should not be treated as a universal rule for landlords or other organizations.

For mortgage applicants, Fannie Mae’s consumer checklist identifies pay stubs from the most recent two months and W-2 forms for the last two years as common documents. The checklist also says to confirm specifics with the lender: Fannie Mae’s mortgage document checklist. These are common mortgage-document examples, not a requirement for every application.

Self-employment or business income

Fannie Mae’s checklist lists tax returns for the last two years for self-employment, rental, and commission income; it also lists 1099 forms for contract employees and profit-and-loss statements and/or business tax returns for business owners. A lender may request a different combination based on the application and income structure.

Fannie Mae’s Selling Guide says lenders may verify self-employed income with signed federal tax returns filed with the IRS or IRS-issued transcripts. It describes a limited option to use one year of returns, subject to conditions including five years in business and five consecutive years with at least 25% ownership, as well as additional requirements. This is Fannie Mae underwriting guidance, not a rule for all lenders or rental applications: Fannie Mae Selling Guide: self-employed borrower documentation.

Contract or program-specific income

Requirements can be local and program-specific. For example, New York City’s HPD Section 8 checklist dated September 29, 2020 lists pay stubs, tax returns, or employer wage verification for employment; for self-employment it lists 1099 statements, federal returns with Schedule C, or IRS tax transcripts. Because that checklist is dated, confirm with HPD that it still applies to your case: NYC HPD income documentation checklist.

How to get an IRS transcript to a lender

If a lender requests tax transcripts, check the authorization carefully, including which tax years and records are requested. The IRS’s Income Verification Express Service (IVES) lets a taxpayer authorize a lender to obtain tax-return or wage transcripts. The IRS states that it provides transcripts to third parties only with the taxpayer’s consent: IRS Income Verification Express Service.

Ask for the checklist and match records to the real income

  1. Identify the verifier and purpose. Ask who needs the documentation, what decision it is making, and for which period income must be shown.
  2. Describe how you earn the money. Say whether it is employer-paid wages, contract income, or self-employment. Do not present a self-prepared document as if an outside employer issued it.
  3. Request its accepted-document list. Ask whether it accepts filed tax returns, IRS transcripts, 1099 forms, bank statements showing business income, profit-and-loss statements, business tax returns, or other records. The exact combination is up to the verifier.
  4. Check the period and privacy implications. Confirm which dates or tax years are required. Before authorizing transcript access or sharing bank records, review what information will be disclosed and to whom.
  5. Keep records that substantiate the figures. The IRS says good records support income and expenses reported on tax returns and can help prepare returns. For rental activities, it gives receipts, canceled checks, and bills as examples of documentary evidence for expenses: IRS recordkeeping guidance.

When actual payroll is involved

A genuine payroll statement from a business that employs its owner is different from a document invented to resemble payroll. The appropriate evidence depends on the actual business and employment arrangement; ask the verifier which payroll and business records it requires. Whatever you provide should match the real arrangement and be independently supportable.
