No. Python itself is freely usable and distributable, including for commercial work, but third-party libraries are separate software projects. Each package can have its own open-source license, restrictions, or paid commercial terms. A package being available on PyPI only means it is indexed there; it does not give every package the same license.
Python’s license does not license every package
The Python documentation identifies Python software and documentation as using the Python Software Foundation License, Version 2. Python.org describes Python as freely usable and distributable, even for commercial use. That statement applies to the Python implementation and its documentation, not automatically to libraries created by other projects.
The documentation also notes that some incorporated software may use different licenses. The same principle applies throughout the ecosystem: a library, bundled component, generated asset, or dependency can have terms different from Python’s own license.
What “free” can mean
When someone asks whether a library is free, they may mean different things. Separate these questions before adopting a package:

A package can cost nothing to download while still requiring notices, limiting certain uses, or offering separate paid terms. Conversely, a permissive open-source license can allow commercial use without a purchase while still imposing conditions.
Does PyPI make a library free?
No. PyPI is a package index operated under the Python Software Foundation’s platform terms. Those terms govern use of the service; they are not a universal software license for every project hosted there.

The package’s own metadata and license files determine the starting point for its software rights. Check the exact package version you intend to install. A project may change licenses between releases, and a package page, repository, and embedded license file can sometimes present inconsistent or incomplete metadata. When they conflict, investigate the project’s authoritative terms instead of assuming that a PyPI label settles the issue.
How to check a library before using it
- Record the exact package and version. Pin the release used by your application; do not rely on the project name alone.
- Read the license supplied with that release. Look for a LICENSE, COPYING, NOTICE, or equivalent file in the distribution and repository.
- Confirm the permissions you need. Check personal or commercial use, internal deployment, modification, and redistribution separately.
- List the conditions. Note notice, attribution, source-availability, patent, warranty, or other requirements stated by the license. The applicable obligations depend on the license version and how you use and distribute the software.
- Audit dependencies and included material. A library can depend on packages or bundle code, data, models, or other components with different licenses.
- Check for commercial terms. Some projects provide a free community license alongside paid support, enterprise features, or alternative terms. Use the terms that apply to your deployment, not a general marketing description.
- Preserve compliance records. Keep the version, license text, notices, and dependency inventory with your build or release documentation.
Common scenarios
Using a library inside a company
Internal use is not automatically the same as redistribution. Confirm that the license permits your organization’s intended use and whether employees, contractors, customers, or hosted users change the analysis.

Shipping a desktop, mobile, or appliance product
Distribution can trigger notice, attribution, source, or other requirements. Review the library and every relevant dependency before packaging the application, and include required notices in the location specified by the applicable license.
Running a web service
Using code on a server is different from handing the library to users, but the result depends on the specific license and architecture. Do not infer obligations from the package’s popularity; read its actual terms.

Modifying the source
Modification rights and redistribution conditions vary. Keep track of changes and follow the license’s requirements if you publish the modified code or distribute a product containing it.

Treat an absent, contradictory, or ambiguous license as a risk rather than assuming “open source.” Contact the maintainers for clarification, choose a package with clear authoritative terms, or obtain a commercial license where one is offered. For an important commercial product, have qualified legal counsel review the specific package, version, dependencies, and distribution model.

Bottom line for developers
Python is free to use, including commercially, under the PSF License Version 2. That fact does not make every Python library free or impose one license on the ecosystem. For each package, verify the exact version, license text, intended use, redistribution model, dependencies, bundled components, and any commercial terms before shipping it.
