Applied Digital announced on October 6, 2026, an agreement that gives it access to up to 1 gigawatt (GW) of potential power capacity in Finland. The company plans to develop an AI Factory campus that could scale to that amount, with initial power availability anticipated beginning in 2028. This is a proposed development opportunity—not a built, fully powered, or leased 1 GW facility.
What Applied Digital announced
Applied Digital says it has begun marketing the Finnish site and is in discussions with global hyperscale customers. The company has not named a prospective customer or announced a lease. It describes the project as the first potential use of its AI Factory campus development model outside the United States. Applied Digital’s announcement characterizes the capacity as “up to” 1 GW of “potential” power access; it does not establish that the full amount is firm or already available.
What is not yet known
The announcement does not identify the municipality or exact site, the agreement’s counterparty, or the detailed terms and structure of the power access. It also gives no campus construction schedule and does not specify which regulatory approvals have been obtained. Data Center Dynamics reported on October 6, 2026, that full project details had not been shared. Its coverage likewise does not establish a named customer or lease.
When could the Finland campus be ready?
Applied Digital expects initial power availability to begin in 2028. That is the company’s forward-looking expectation, not a confirmed delivery date or a stated opening date for a completed data center. The announcement does not provide a construction timetable, so it does not establish when the campus would be operational or how quickly it could scale.

What must happen before development proceeds?
Applied Digital says future investment and development decisions will depend on customer demand, commercial milestones, and necessary regulatory and development requirements. Its announcement also identifies execution, customer acquisition, capital, construction, international sourcing, and regulatory matters among the risks associated with forward-looking statements. The stated power potential and 2028 expectation should therefore be read as conditional plans, not completed project milestones.
Why did Applied Digital choose Finland?
Chairman and CEO Wes Cummins said Finland appealed because the company sees similarities between the Nordics and North Dakota, where it has built its platform: a favorable climate, an attractive energy ecosystem, strong connectivity, and room to develop at meaningful scale. These are Applied Digital’s stated reasons, not independently measured comparisons. Cummins called the move a “deliberate first step, not a change in our strategy,” and said the company’s near-term focus remained execution in the United States. The company’s release contains his comments.

Pure Data Centres announced a separate planned AI campus in Seinäjoki on July 14, 2026. Its release described an initial 110 MW phase and a campus that could scale above 550 MW, subject to permissions and contracting; it also said the first phase was fully leased and that planning and power requirements were secured. Those are Pure Data Centres’ reported project details and do not describe Applied Digital’s Finland opportunity. Pure Data Centres’ announcement provides the details.

The two announcements are not a like-for-like technical or financial comparison: Applied Digital describes potential power access, while Pure Data Centres describes a planned campus and its phases. The available announcements also differ in the readiness details they disclose.
