They are not opposites: an application can use services, contain them, or expose a service of its own. The precise meaning depends on the architecture or platform.
Application vs. service: the practical distinction
In general software architecture, think of an application as the software system or task-oriented whole, and a service as a capability offered through an interface. A service may be consumed by an application or by another service. This is a useful working distinction, not a universal rule.

The terms describe different levels or roles, so a single system can be both an application and a provider of services. Nor does “service” automatically mean a separately deployed microservice or a network-accessible component.
How architecture uses the terms
Applications can use services
In its software-defined networking terminology, the IETF’s RFC 7426 defines an application as software that uses underlying services to perform a function. It defines a service as software that performs functions and provides APIs so applications or other services can use them. In this specific SDN context, an application is intended as standalone software and does not offer interfaces to other applications or services. That boundary belongs to the RFC’s terminology; it should not be imposed on every kind of application.

An application can contain services
Microsoft’s Azure Service Fabric application model uses “application” for a collection of constituent services. In that model, a service performs a complete standalone function and consists of code, configuration, and data. Here, “application” is the larger logical whole, while services are its constituent units.
An application can expose an application service
SAP Enterprise Architecture Designer uses application service to mean an externally visible unit of functionality provided by one or more applications or components and exposed through well-defined interfaces. The capability a consumer sees therefore need not map one-to-one to a single application. SAP distinguishes this from a business service, an organizational offering that directly supports work in a business process or capability. See SAP’s Application and Business Services (EAM).

Why a service’s interface matters
In service-oriented architecture (SOA), a service is understood through the functionality it makes available and the interface that describes how to use it. SAP’s Service-Oriented Architecture documentation describes providers and consumers as loosely coupled: consumers can use the exposed functionality without depending on its concrete implementation, and can combine services from multiple providers to build application functionality.
This makes an interface or contract a helpful clue when deciding whether someone means “service” architecturally. The service’s implementation may change while its consumer-facing contract remains stable. That does not mean every service must use a network API: interfaces can be implemented through different mechanisms, including inter-process communication or network protocols.

One example: a web application
Imagine a web system for managing customer accounts. As an illustrative example, the complete system—including its user interface and the software coordinating account tasks—could be called the application. An account-lookup capability exposed through an API could be called a service because other parts of the system can request that function through an interface. The application might consume that service and also expose other capabilities to a separate system.
The labels depend on what is being described: the complete task-oriented system, a constituent unit, or functionality offered to a consumer. A service does not have to be a separate product simply because it has its own interface.

“Service” means different things on different platforms
Android Service
In Android, a Service is a framework component without a user interface, used for operations such as work that continues in the background or work for remote processes. Android Developers calls it “a general-purpose entry point for keeping an app running in the background for all kinds of reasons.” This platform-specific meaning is not the general SOA definition. Details are in Android’s Application fundamentals.
ServiceNow application service
In ServiceNow CMDB documentation, “application service” and “service instance” are used interchangeably in the relevant section. A service instance is a set of connected applications and hosts configured to offer an organizational service, such as an internal email system or a customer-facing website. This describes an operational configuration, not merely a software component that exposes an API. See Service instances (Application services).

SaaS service
In a software-as-a-service (SaaS) discussion, “service” can refer to the customer-facing offering and its operation, rather than one code-level component. AWS’s SaaS Architecture Fundamentals frames the offering around the provider operating and managing the software and the customer experience, including onboarding, time to value, and ongoing delivery.

How to tell which meaning someone intends
- Look at the consumer. Is the term about software used to complete a task, functionality another component calls, an operating-system component, or an offering delivered to customers?
- Check the surrounding platform or architecture. “Service” in Android documentation does not mean the same thing as “service” in SOA or ServiceNow CMDB documentation.
- Ask what boundary is being described. It could be the whole application, a constituent service, an exposed capability, or an operationally managed system.
- Look for an interface or contract. In architecture contexts, an API or other defined interface often signals that functionality is being treated as a service.
