Apple now allows eligible third-party apps to use iPhone NFC for contactless payments and other credentials, separately from Apple Pay and Apple Wallet. But access depends on the app, territory, device and software version: Apple’s NFC & Secure Element platform and a separate European Economic Area (EEA) arrangement each have their own rules.

What changed—and what “tap to pay” means here

On August 14, 2024, Apple announced that developers would be able to offer NFC contactless transactions from their own iPhone apps starting with iOS 18.1. The feature is not unrestricted access: developers must qualify for the relevant use case and territory, sign the required agreement with Apple and obtain the appropriate entitlement.

Apple’s current NFC & Secure Element (NFC & SE) platform covers more than payment cards. Its documented uses include in-store payments, car keys, transit credentials, corporate badges, student IDs, home and hotel keys, loyalty credentials, event tickets and government IDs. Apple says government IDs are supported starting with iOS 26.4.

This is different from Tap to Pay on iPhone, Apple’s merchant-facing product for accepting contactless payments on an iPhone. This article concerns apps on an iPhone that a person uses to present a payment method or another NFC credential.

The two routes to third-party NFC access

Apple’s platform and the EEA arrangement are separate routes, with different technical approaches and eligibility rules. The EEA commitments do not create a general entitlement for wallets around the world.

Applies in the EEA under commitments made by Apple to the European Commission. Developers must satisfy EEA-specific eligibility, security and privacy requirements. The Commission made the commitments legally binding on July 11, 2024; Apple says they took effect on July 17, 2024 and apply for ten years. Apple says access is free under a fair, objective, transparent and non-discriminatory procedure, subject to eligibility.

Who can use Apple’s NFC & SE Platform

Users need a supported iPhone, software and territory

Apple specifies iPhone XS or later for NFC & SE Platform users, but the required iOS version depends on the territory and use case. Apple lists iOS 18.1 or later for Australia, Brazil, Canada, Japan, New Zealand, the United Kingdom and much of the United States. Some later-added territories require iOS 18.4 or iOS 26.0; India is among the territories listed with an iOS 26.0 minimum. Those examples are not a substitute for checking Apple’s current territory and version requirements.

Developers need approval for the specific use

Apple requires developers to have a valid agreement, qualify for their intended use and territory, follow its security and user-experience requirements, onboard through Apple Business Register and request the relevant entitlement. For in-store payment apps, Apple says the provider must be a financial institution or a partner with the relevant licensed payment-service relationship in that market. Apple sets separate eligibility conditions for uses such as transit, keys, access and other credentials.

What the EEA HCE commitments cover

The European Commission’s binding commitments provide an HCE route for qualifying third-party payment-wallet providers throughout the EEA. Eligible apps can be selected as the default payment app, with related initiation and authentication features. The arrangement is limited by its EEA scope and developer eligibility; it does not mean every wallet provider can activate NFC payments on every iPhone.

The Commission’s legal text records that Apple removed an initial requirement for developers to hold a payment-service-provider licence or a binding agreement with one to access the EEA NFC input. That EEA commitment should not be confused with Apple’s separate NFC & SE Platform rules, which specify their own requirements for in-store payment apps.

How to tell whether a third-party wallet will work

  1. Check the market. Confirm that the provider supports the country where you intend to use the app. The EEA HCE route and Apple’s NFC & SE Platform have different geographic and eligibility frameworks.
  2. Check the iPhone and iOS version. For the NFC & SE Platform, Apple specifies iPhone XS or later, with the minimum iOS version depending on territory and use case.
  3. Confirm the app actually participates. A compatible phone alone is not enough. The provider must qualify, obtain required access, support your market and provision a compatible payment credential or other NFC item.
  4. Check how you launch it. Apple documents default-app settings, Field Detect and Double-click for eligible apps. The available behavior depends on the access route, territory, app and device setup.
  5. Verify the provider’s current support information. The platform rules do not establish a complete, current list of participating wallets, banks, transport operators or merchants.

What Apple’s security description does—and does not—establish

For its NFC & SE flow, Apple describes credentials provisioned on the Secure Element and transaction authorization mediated by the Secure Enclave, with authentication through Face ID, Touch ID or the device passcode. That is Apple’s description of its designed flow, not an independent security comparison of third-party wallets. The available official material also does not establish a ranking of wallet brands or adoption and consumer-impact figures.
