To get Whisper of Longing in Aniimo, obtain the Whalesong Blossom from the Echoback Landing story sequence, take it to Elvira in Bloomville, and complete her dialogue for the perfume reward. The blossom collection and the hand-in are separate steps.
Get the Whalesong Blossom at Echoback Landing

Progress the Echoback Landing story tied to Everlasting Echoback Song. Guides direct players to speak with Sorora and complete the Echonite sequence.

Follow the sequence until the Whalesong Blossom blooms. One walkthrough says to do this at night; if the event does not proceed as described, check the current clues and objectives in the in-game Log.

Collect the Whalesong Blossom. Finishing the story event does not necessarily mean you have picked up the flower, so check your inventory before leaving.

Give the blossom to Elvira in Bloomville
Find Elvira, the perfumer in Bloomville, and give her the Whalesong Blossom. Complete the conversation; the perfume is awarded after the exchange as part of A Fragrant Journey: Echoback Landing. Whisper of Longing is a quest reward, not an item you need to craft separately.
The available walkthroughs do not establish a consistent set of prerequisites for unlocking this Journey. If it is unavailable, review the Echoback clues and active Journey objectives in the Log rather than assuming a particular unlock condition.

Where to use Whisper of Longing
The perfume is used later in the Fragrant Dream objective Land Color: Echoback. Take it to the Colorless Dream – Echoback at Tideblossom Coast, near the Amethyst Tree, and give it to the dream.
