Yes. Android Q, released as Android 10 (API level 29), added TLS 1.3 support and enabled it by default in Android’s default TLS implementation. That makes TLS 1.3 available for negotiation; it does not guarantee that every connection will use it. The other endpoint and the app’s protocol settings also matter.

What does “enabled by default” mean?

Android’s official Android 10 behavior-change guidance says, “In Android 10 and higher, TLS 1.3 is enabled by default for all TLS connections.” The platform’s default client and server socket configuration also lists TLS 1.3 as supported and enabled from API level 29 onward. Enabled means the protocol is available to the TLS handshake under the default configuration. The connection negotiates a protocol version both endpoints and their configurations permit. A peer that does not support TLS 1.3, or app code that limits the protocol versions, can result in a different version being used.

Which Android versions support TLS 1.3 by default?

Can an Android app disable TLS 1.3?

Yes. An app can request a TLS 1.2 context with SSLContext.getInstance("TLSv1.2"), or configure the enabled protocol versions on a suitable connection object using setEnabledProtocols(). These are app-level choices rather than a change to Android’s platform default. Use explicit protocol configuration only when compatibility requirements call for it; limiting versions can prevent a connection from using a newer protocol.

Cipher-suite configuration has a TLS 1.3 exception

When TLS 1.3 is enabled, Android keeps its supported TLS 1.3 cipher suites enabled. Attempts to disable those suites with setEnabledCipherSuites() are ignored. What changes should developers account for?

  • Handshake callback timing: With TLS 1.3, HandshakeCompletedListener callbacks occur before the session is added to the session cache. With TLS 1.2 and earlier, Android documents that they occur after the session is added.
  • Some SSLEngine exceptions: Cases that produced SSLHandshakeException on older Android versions can produce SSLProtocolException on Android 10 and later. Exception handling should not assume identical behavior across versions.
  • 0-RTT: Android does not support TLS 1.3 0-RTT mode.

Does TLS 1.3 make Android connections faster?

Android reports that TLS 1.3 made secure connection establishment up to 40% faster than TLS 1.2 in its benchmarks. Treat that as Android’s benchmark result, not a promised improvement for every device, network, server, or app. Android 10 features and APIs
