On Android 13 and later, denial hides the service notice from the notification drawer, but it remains visible in Task Manager. Other requirements—including service-type declarations, permissions, launch eligibility and runtime limits—depend on the app’s target SDK, service type and the device’s Android version.
Does an Android foreground service always need a notification?
Yes. A foreground service (FGS) is intended for work that remains noticeable to the user when they are not actively using the app. Its notification discloses that the work is continuing and using system resources. An FGS is not a way to run arbitrary background work without informing the user.
The app must provide a real Notification when it promotes the service to the foreground. The notification ID passed to the promotion call must be greater than zero; it must not be zero. Android’s launch guidance calls for notification priority PRIORITY_LOW or higher. If the app supplies a lower-priority notification, Android adds a system message in the notification drawer warning that the app is using a foreground service.
Use another background-work option when the task is not important or user-visible enough to justify an ongoing foreground-service notification.

Does an FGS need the POST_NOTIFICATIONS permission?
No. Android 13 (API 33) introduced the POST_NOTIFICATIONS runtime permission for notifications, including FGS notifications, but an app does not need that permission to start a foreground service. Permission status affects where the notice is presented; it does not remove the requirement to supply a notification when promoting the service.

This distinction matters when investigating a service that appears to run but has no visible drawer notification: permission denial can explain the drawer behavior, but it does not excuse omitting the notification from the service’s foreground promotion.

How should an app promote a service to the foreground?
The documented pattern has two stages: request that the service start, then promote it from within the service by calling ServiceCompat.startForeground() with a notification and the applicable service type or types.
- Call
Context.startForegroundService()to start the service. - In the service, ordinarily from
onStartCommand(), callServiceCompat.startForeground()with a positive notification ID, theNotificationobject, and the type or types that apply to the work.
The type passed to the promotion call must be among the types declared for that service in the manifest. If the service genuinely performs more than one kind of work, declare the applicable types and pass the active type or types when promoting it. The notification should use PRIORITY_LOW or above.

What must be declared in the manifest?
Each foreground service should have a <service> manifest element whose android:foregroundServiceType describes its work. For apps targeting API 34 or higher, Android requires the service type and the corresponding type-specific permission, where applicable, in addition to the base FOREGROUND_SERVICE permission. The app must also meet the type’s runtime prerequisites when it promotes the service.
For example, camera foreground work requires the base FOREGROUND_SERVICE permission, FOREGROUND_SERVICE_CAMERA, and the applicable runtime camera permission. Declaring a type does not itself grant the runtime permission or make a service eligible to start.

- A missing service type can cause
MissingForegroundServiceTypeException. - A missing type-specific permission or unmet runtime prerequisite can cause
SecurityException. - A type supplied to
startForeground()that is not declared for the service does not match the manifest declaration.
Which Android version and target SDK rules matter?
Android’s FGS rules are not determined by the device version alone. Check both the Android version on the device and the app’s target SDK, as well as the service type and the context in which the app starts the service.

What are the Android 15 time limits for dataSync and mediaProcessing?
For apps targeting Android 15 or higher, each of the dataSync and mediaProcessing foreground-service types is limited to a total of six hours in a 24-hour period. The allowance is tracked separately for each type. When the applicable limit is reached, Android calls Service.onTimeout(); the service must stop. If it does not, the system can produce an application-not-responding (ANR) error.

These limits concern particular service types and target levels; they are not a universal six-hour cap on every foreground service.
Why is a foreground service notification missing or rejected?
Check the notification’s presentation separately from the service’s ability to start and satisfy platform requirements. A notification missing from the drawer does not by itself establish that the service failed to start.
