AMD mainly designs chips and contracts other companies to manufacture and package them; Intel both designs chips and operates major process-development and manufacturing facilities. That is the central difference between AMD’s fabless model and Intel’s integrated device manufacturer (IDM) model. The distinction is not absolute: AMD uses several suppliers, while Intel also offers foundry services to outside customers and may use external foundries for some products.

What is the difference between AMD’s and Intel’s manufacturing models?

A semiconductor company can design a processor without owning the factory that fabricates its silicon. A fabless company arranges wafer production with foundries, which operate the fabrication plants, or fabs. An IDM combines chip design with substantial in-house process development and manufacturing.

AMD describes itself as fabless and says its manufacturing operations are wholly outsourced to a selected supplier network. Intel, by contrast, develops process technology and manufactures products internally through Intel Foundry, while also making foundry services available to external customers. Intel’s product and foundry organizations remain integrated; Intel Foundry is not currently a predominantly external supplier.

“Manufacturing” spans more than wafer fabrication. After wafers are made, chips may need assembly, testing, marking and packaging (ATMP). These back-end stages may be performed by other suppliers, even when a company controls wafer fabrication itself.

How AMD gets chips made

Wafer fabrication relies on outside foundries

AMD’s 2025 Form 10-K says TSMC supplies its microprocessor and graphics-processing-unit (GPU) wafers at 7 nm and smaller process nodes. AMD relies primarily on GlobalFoundries for microprocessor and GPU wafers at larger nodes. For programmable logic products, AMD names TSMC, UMC and Samsung among its suppliers. These arrangements describe AMD’s disclosed sourcing, not a rule that every AMD chip uses the same foundry.

AMD’s fabless approach means it does not need to fund and operate its own leading-edge wafer fabs to bring products to market. It still manages product design, supplier selection and qualification, and supply planning. Its reliance on suppliers also means capacity constraints or disruptions at those suppliers can affect its ability to meet customer demand.

Packaging and other back-end work also involve partners

AMD says it uses third-party ATMP providers. Wafer fabrication and packaging are separate stages, so the company making a wafer need not be the company that assembles or packages the finished chip. Availability of back-end capacity and supplier continuity therefore matter alongside access to wafer production.

How Intel’s integrated model works

Intel Foundry serves Intel and external customers

Intel Foundry covers process technology development, manufacturing, external foundry services, assembly and test, advanced packaging, and design enablement. Intel’s 2025 Form 10-K says nearly all Intel Foundry activity currently supports Intel products. Intel is seeking external foundry business, but its foundry segment should not be confused with an independent, external-customer-focused foundry operation.

Intel says it aims to use the internal or external process node most appropriate for a product’s performance and cost needs. So Intel’s IDM model does not mean that every Intel product must be made in an Intel fab.

Owning fabs brings investment and execution exposure

Operating process-development and manufacturing facilities gives Intel direct involvement in the manufacturing roadmap and product-process choices, but it also requires substantial fixed investment and exposes the company to the risks of executing on process technology and factory capacity.

Intel reported more than $100 billion in net property, plant and equipment at December 27, 2025, and estimated that the substantial majority related to Intel Foundry. For 2025, Intel reported $17.826 billion in Intel Foundry segment revenue and an operating loss of $10.318 billion. Those segment results include internal foundry activity; they are not a measure of external-customer sales. Intel reported $307 million in external foundry and assembly/test revenue for the year.

Where the boundary between the models is porous

Intel can use outside foundries

Intel’s filing describes a conditional possibility, not an announced certainty: if Intel cannot secure a significant external customer for Intel 14A, it may pause or discontinue that process and successor technologies. Over time, Intel may also shift products beyond Intel 18A and 18A-P to third-party foundries, particularly TSMC. These statements should not be read as proof that such a shift has already happened.

AMD uses a network, not a single source for every stage

AMD’s outsourced model still involves choices among suppliers, and its wafer and back-end partners can differ. The company depends on outside capacity and technology schedules rather than operating the fabs itself, but fabless does not mean that AMD has no role in manufacturing planning or supplier management.

Process labels are not a direct size comparison

Labels such as “2 nm” and “18A” identify process generations; they are not straightforward measurements of transistor dimensions that can be compared numerically across manufacturers. TSMC reported that its 2 nm process entered high-volume manufacturing in the fourth quarter of 2025 and expected a fast ramp in 2026. That ecosystem milestone alone does not establish which process or package is used in any specific AMD product.

What these models mean for control, cost and resilience

Who operates wafer fabs? Outside foundry suppliers fabricate AMD wafers; AMD describes its manufacturing operations as wholly outsourced. Intel operates substantial process-development and manufacturing operations through Intel Foundry, while also offering external services and using or potentially using external foundries for some products.
Who controls process and capacity choices? AMD selects and manages suppliers, but depends on their technology schedules and available capacity. Intel has internal process-development and manufacturing capabilities and says it selects internal or external nodes based on product performance and cost.
Capital exposure AMD avoids owning and operating leading-edge wafer fabs, but remains exposed to suppliers’ capacity and continuity. Intel carries substantial fixed investment and process-execution exposure; it reported more than $100 billion in net property, plant and equipment at December 27, 2025, with the substantial majority estimated to relate to Intel Foundry.

Foundry business mix AMD is a chip designer using external manufacturing suppliers, not a foundry serving chip-design customers. Intel Foundry serves internal Intel products and external customers; nearly all its activity currently supports Intel products.

Neither model is established as universally cheaper, more efficient or more reliable. The available filings do not provide a matched AMD-versus-Intel comparison of fab yields, per-wafer costs or overall manufacturing efficiency. The trade-off is structural: outsourcing limits a chip designer’s direct fab investment but increases reliance on suppliers; integration increases control over internal manufacturing decisions but requires significant capital and successful process execution.

What changes in the manufacturing landscape mean

Foundry roadmaps and geographic capacity can evolve, but supplier announcements do not by themselves identify the manufacturing route for an individual chip. TSMC’s 2025 annual report says its Arizona fab one entered high-volume production in the fourth quarter of 2024; it expected fab two to enter high-volume manufacturing in the second half of 2027, and construction of fab three began in 2025. Those future dates are company expectations, not guarantees of completion.

Intel’s own description of the IDM model emphasizes product optimization, economics and supply assurance. Those are Intel’s stated reasons for the model, not proof that integration guarantees lower costs or uninterrupted supply. AMD’s disclosures, meanwhile, make clear that supplier capacity and disruptions can constrain its ability to serve demand.
