It means assessing whether an AI system is reliable, secure, fair, privacy-conscious, and accountable for the particular way it is used. The practical rule for users is to match human review to the stakes, verify consequential outputs, and check the specific service’s documentation for its data practices and available controls.
What does AI safety mean?
AI safety is part of a broader set of qualities often called AI trustworthiness. The National Institute of Standards and Technology (NIST) identifies dimensions including validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy enhancement, and fairness with harmful bias managed. These are qualities to consider across an AI system’s design, development, deployment, use, and evaluation—not a promise that every system has achieved them.
Which qualities matter most depends on the system and its context. NIST notes that tradeoffs can arise: a design choice that helps with one goal may complicate another. Safety therefore calls for evaluating the particular use, people affected, and possible consequences rather than relying on a broad label. NIST’s AI Risk Management Framework FAQ describes the framework as a resource for developers, users, and evaluators managing risks to individuals, organizations, society, or the environment.
What risks should users consider?
- Unreliable or invalid output: An answer may be wrong or unsuitable for the task. Check it against dependable evidence before relying on it, especially when consequences are significant.
- Safety and security: Consider whether errors, misuse, or system vulnerabilities could cause harm in the setting where the AI is used.
- Privacy: Understand what information you are submitting and consult the service’s documentation about its data use, retention, and review practices.
- Fairness and harmful bias: Consider whether the system’s output could treat people unfairly, particularly when it informs decisions that affect them.
- Transparency and accountability: Ask whether it is clear how the system is being used, who is responsible for its effects, and how a problem can be raised.
- Explainability and interpretability: In some uses, it matters whether people can understand the basis or limits of an output well enough to assess it.
These considerations are not a checklist that can certify a system as safe. Their relevance and the tradeoffs between them depend on the application.

Why does human oversight matter?
Human review can catch errors or harmful effects, but adding a reviewer does not automatically make an AI system safe. Review needs to be meaningful: the person responsible should have enough context, authority, and time to question the output and respond appropriately. The right arrangement depends on the use and the consequences of a mistake.
Generative AI may need particular care. In its Generative AI Profile, published July 26, 2024, NIST says use of generative AI may warrant additional human review, tracking and documentation, and greater management oversight. UNESCO’s Recommendation on the Ethics of Artificial Intelligence places human rights and dignity at the foundation of its principles and emphasizes human oversight. The Recommendation was adopted in 2021 and applies to UNESCO’s 194 member states, according to UNESCO’s page.

What can users control?
Available controls differ by service and jurisdiction, so do not assume that a particular AI product offers a specific setting, deletion mechanism, opt-out, appeal, or reporting channel. Check the service’s own documentation and the rules that apply where you live. These questions can help you decide how to use it:
- What information am I entering, and is it appropriate to share with this service?
- Will I check the output against reliable information before acting on it?
- Does the service explain how it uses, retains, or reviews submitted data?
- If the output affects an important decision, is there a human contact or a way to challenge the result?
For consequential uses, avoid treating an AI-generated answer as the final authority. Identify who is accountable for the decision and what review or escalation route is actually available.

Is there a universal AI safety law or certification?
NIST’s AI Risk Management Framework is voluntary guidance for organizations, not a law, certification, or proof that a system is safe. NIST describes it as a resource to help organizations manage AI risks and integrate trustworthiness throughout the system lifecycle. Its framework page says AI RMF 1.0 is being revised; the framework’s release date was January 26, 2023. The NIST framework page and NIST AI RMF Playbook provide further details; the Playbook is based on AI RMF 1.0 and says it will be updated after the revision.
This does not establish whether laws apply to a particular service or use. Legal requirements can depend on jurisdiction and sector; consult applicable official guidance or a qualified professional for a specific situation.

How should you assess an AI system for a particular task?
- Define the stakes. Identify who could be affected and what could happen if the output is wrong, biased, exposed, or misunderstood.
- Choose the needed checks. Consider reliability, safety, security, privacy, fairness, transparency, and accountability in light of that use.
- Set a proportionate review process. Decide who checks outputs, what evidence they use, and how the process handles uncertainty or a suspected problem.
- Confirm the service’s actual practices. Read its documentation for data handling, review settings, human contacts, and any appeal or reporting process rather than assuming these are available.
- Reassess as use changes. New tasks, users, or consequences can change which risks and oversight arrangements matter.
NIST’s framework is intended to support risk management over an AI system’s lifecycle, while its generative AI guidance highlights governance, pre-deployment testing, content provenance, and incident disclosure as key considerations. These are organizational practices, not user-facing controls guaranteed to exist in every product.
