An “AI privacy budget” is not a standardized claim with one universal number. When a vendor uses the phrase to describe differential privacy (DP), ask for the formal guarantee, what counts as one protected unit, and the cumulative privacy loss across all releases—not just a headline epsilon (ε).
What does an AI privacy budget mean?
In differential privacy, ε is a parameter in a mathematical guarantee: it limits how distinguishable the outputs of a system can be when it processes two neighboring datasets. What “neighboring” means must be defined; the guarantee is about a particular relationship between datasets and a particular privacy unit, not privacy in the abstract. OpenDP’s framework for understanding differential privacy explains that different divergence measures also support other formulations, including approximate (ε, δ)-DP and zero-concentrated DP.
Under the same pure ε-DP definition and assumptions, a larger ε means a weaker privacy guarantee. But ε is not a universal privacy grade: a number by itself does not tell you what was protected, how the system was built, or how much accuracy was retained.

Ask whether the claim is pure ε-DP, approximate (ε, δ)-DP, or another stated formal definition. If it includes δ or uses another privacy measure, request the complete parameters and the interpretation the vendor uses. A number from one definition cannot automatically be compared with a number from another.

What counts as one privacy unit?
Ask what makes two datasets neighbors and what unit the guarantee protects. Depending on the system, that could mean adding or removing one record, all contributions from one person, one household, one device, or another defined unit. A guarantee for a single record does not by itself establish a guarantee for all of one person’s contributions. The unit and adjacency definition are part of the claim, not fine print.
What calculation and system details should you request?
Request the following in writing. These details let you assess what the number means and whether it covers the system’s actual releases; a public explanation alone does not verify that an implementation follows it.

- Formal guarantee: the privacy definition and divergence measure, including all parameters such as ε and δ where applicable.
- Privacy unit and neighboring datasets: precisely what changes between the datasets being compared, and whether the unit is a record, person, household, device, or something else.
- Contribution limits and sensitivity: how much data one unit can contribute, and what clipping or other bounds are applied before the privacy mechanism runs.
- Mechanism and noise parameters: how noise is added, the parameters used, and whether the system uses central or local DP where relevant.
- Accounting method and cumulative total: which accountant or composition method is used, and the total privacy loss across the releases in scope—including queries, training runs, and published outputs.
- Scope and time horizon: which datasets, features, and time periods are included; whether budgets are shared between features; and whether they reset, roll over, or accumulate.
- Utility evidence: the accuracy or usefulness target, how it was measured, and the task and data bounds under which the result applies.
- Operational conditions: access controls, security measures, and data-collection practices that sit beneath the mathematical guarantee.
NIST’s final SP 800-226 guidance, published March 6, 2025, is designed to help practitioners evaluate differentially private software. It considers practical hazards in implementing DP as well as the mathematical guarantee, so a sound ε calculation is important but not a complete evaluation of a system.

Privacy loss composes: multiple releases can accumulate privacy loss, so a vendor should report the total for the releases covered by its claim. A per-query or per-donation value is not the same as the cumulative value over a product’s full release schedule. NIST’s SP 800-226 definition guide describes DP as compositional, allowing privacy loss from multiple releases to be considered over time.

A simple allocation example
OpenDP’s typical workflow illustrates allocating a total pure-DP budget of ε = 1 across three queries as ε = 1/3 per query. This is a worked example, not a universal recommendation or a requirement to split a budget evenly. Real accounting should identify the releases in scope and explain how their guarantees compose, including any adaptive releases.
Ask the vendor to show both the per-release parameters and the cumulative result, and to say which accountant produced that result. Also ask whether the total covers model training, inference-time queries, analytics, and later versions or releases; the answer depends on the system and the stated scope.

Why do privacy budgets trade off against accuracy?
For a given mechanism and sensitivity, reducing ε generally requires adding more noise. More noise can lower the accuracy or usefulness of an output. That is why ε alone is not enough to assess a claim: request the mechanism, contribution bounds, and a utility measure tied to the task the system is intended to perform.
A meaningful comparison needs aligned assumptions. Check that the claims use the same privacy definition, unit, contribution bounds, accounting method, release scope, and utility task. If any of those differ—or are not stated—the ε values alone do not establish which system offers stronger practical protection or more useful results.

Can one epsilon value tell you whether protection is “good”?
No universal threshold is established. NIST’s January 2022 discussion of deployment choices says, “Unfortunately, we still don’t have a consensus answer to this question,” referring to what ε means in practice and how it should be set. NIST’s discussion gives examples from different systems and scopes; those figures illustrate variation, not a common scale.

Apple’s Differential Privacy Overview also lists feature-specific examples: Lookup Hints at ε = 4 with at most two donations per day; emoji at ε = 4 with one donation per day; QuickType at ε = 8 with two donations per day; Health Types at ε = 2 with one donation per day; and selected Safari use cases with caps of two donations per day and ε values of 4 or 8. The overview does not establish that these are current parameters for Apple’s systems. Like the NIST examples, they are not interchangeable without matching definitions, units, mechanisms, accounting, and scope.
OpenDP documentation gives a common rule of thumb to limit ε to 1.0, while noting that the limit varies with the relevant considerations. That is guidance, not a mandatory standard or a universal purchasing threshold. Use any proposed cutoff only with its assumptions and context, not as a substitute for asking how the vendor calculated the total.

How can you compare two privacy-budget claims?
Put the claims side by side only after checking that they describe comparable systems. For each claim, record:
- The formal definition and divergence measure, including whether it is pure ε-DP, approximate (ε, δ)-DP, or another formulation.
- The privacy unit and the neighboring-dataset definition.
- The contribution bounds and sensitivity assumptions.
- The mechanism, noise parameters, and accounting method, including treatment of repeated or adaptive releases.
- The cumulative scope and time horizon, including resets, shared budgets, and releases counted.
- The accuracy or usefulness measure and the task under which it was assessed.
If a vendor supplies only a top-line ε, ask for the missing definitions and cumulative accounting before treating it as evidence of protection. The number is meaningful only in the context of those choices and assumptions.
