If AI coding agents are increasing the rate of code changes in your repository, CI may be struggling to keep up—but that is a diagnosis to verify, not a given. To keep continuous integration from becoming the bottleneck, first separate queue time from build and test time; then remove obsolete work, parallelize independent checks, reuse stable inputs, and measure the effect of every change.

1. Confirm that CI is actually the bottleneck

Start by measuring what developers experience, rather than immediately adding runners or changing workflow configuration. For each workflow and job, track how long it waits for a runner separately from how long it takes to execute. A long queue points to constrained capacity; a long execution time points to work that may need optimization or restructuring. Those problems can coexist, but they call for different fixes.

Build a baseline that records:

  • Queue time and execution time by workflow and job.
  • How many workflow runs each pull request or commit triggers, including repeated runs.
  • Which jobs account for the most elapsed time.
  • How often checks fail, are retried, or need a rerun.
  • Whether jobs are waiting for runner availability or spending time building and testing.

Compare like with like: use the same kinds of pull requests or commits and a consistent observation period before and after changes. GitHub Actions runs jobs in parallel by default, but available runner capacity and workflow configuration affect how much concurrency a workflow can use. GitHub does not prescribe a universal queue-time threshold that proves CI is the bottleneck. See the GitHub Actions workflow syntax reference.

The headline claim that a test suite grew “almost 4x since January” is not supported by a verified measurement context here: no measurement owner, method, baseline, or causal evidence is established. Do not use that figure to size your runners or describe your own repository. Measure your repository’s actual workflow volume and bottlenecks instead.

2. Stop spending capacity on obsolete runs

Before adding capacity, inspect which triggered runs still provide useful feedback. On a busy pull request, a run for an older commit can become redundant as soon as a newer commit arrives. GitHub Actions concurrency groups can restrict simultaneous runs or jobs in the same group, and can cancel in-progress work when newer work enters that group. Read GitHub’s concurrency documentation.

Use cancellation narrowly: target work that a newer commit genuinely supersedes, not every run that happens to overlap. Preserve required final validation, and confirm that the latest commit still receives the checks your team relies on. A canceled run saves work only if its feedback is no longer needed.

3. Parallelize checks that do not depend on one another

Split independent validation into separate jobs so they can run concurrently—for example, linting, unit tests, and a build that does not need the test results. Add an explicit dependency only when a downstream job needs an upstream result, using needs in GitHub Actions. A matrix is useful when the same check must run across combinations such as supported language versions or operating systems.

Parallel work can reduce wall-clock time while consuming more runner capacity at once. It does not create unlimited runners: jobs can still wait when capacity is unavailable, and matrix concurrency is affected by runner availability and configured limits. One sequential job for all checks Independent work waits its turn, which can extend the overall run. Lower simultaneous demand; total work is not necessarily lower. A single job log can be harder to scan when checks are mixed together. Checks can remain reliable, but a failure may make it less obvious which stage needs attention.
Separate jobs for independent checks Checks can overlap, reducing elapsed time when runners are available. Higher concurrent demand; additional jobs do not add runner capacity. Separate job results make it easier to identify which check failed. Keep every required check represented and ensure the latest commit runs them.
Matrix for a check across versions or operating systems Combinations can run concurrently, subject to capacity and configured limits. Can create a substantial burst of concurrent jobs; configure limits to match capacity. Results identify the failing combination, though many combinations can increase result volume. Define which combinations are required and retain the intended failure behavior.

Use the table as a design comparison, not a promise of particular speedups. If jobs must share generated output, make that dependency explicit rather than relying on ordering or assuming one job’s filesystem is available to another.

4. Cache reusable inputs; use artifacts for outputs

Caching and artifacts address different parts of a workflow. A cache helps reuse stable inputs that are costly to recreate, such as package-manager downloads or eligible intermediate output. A workflow artifact preserves output produced by a run so it can be inspected or shared with another job—such as test reports, logs, binaries, screenshots, or coverage output.

  • Use a cache for inputs that can be reused across runs and are identified by suitable cache keys. If a cache misses, the job must still be able to download or regenerate what it needs.
  • Use an artifact for files produced by the current workflow run that need to be retained, inspected, or passed between jobs.

A cache is not a substitute for retaining a test report, and an artifact is not a dependency cache. Consult GitHub’s documentation for dependency caching and workflow artifacts.

5. Measure the outcome—and the cost—of each change

Change one meaningful part of the workflow at a time, then compare it with your baseline. Review queue time, execution time, total runner use, failure detection, and rerun volume. A shorter run that consumes much more concurrent capacity may shift the bottleneck rather than remove it; a cache that does not improve the jobs dominating elapsed time may not be worth the added configuration.

GitHub has described an internal example that audits recent workflow token usage and proposes efficiency improvements. The same account cautions that historical usage data could be incomplete because agent frameworks emitted logs in different formats. That is an illustration of why instrumentation matters, not a performance benchmark or a guaranteed result for your repository. Read GitHub’s account of token-efficiency work in Agentic Workflows.

6. Treat agent-authored CI workflows as optional and preview-stage

GitHub Agentic Workflows let users describe repository automation in Markdown and compile it into GitHub Actions workflows. GitHub documents use cases including CI investigation, improving test coverage, and reporting, along with setup steps for selecting an agent, configuring authentication, generating workflow files, and reviewing the result. Its overview describes guardrails such as frontmatter permissions and human review, and says agent execution is read-only by default. GitHub labels the feature public preview and says it is subject to change. See GitHub’s overview of Agentic Workflows and its setup tutorial.

This is an optional way to investigate or maintain automation, not a prerequisite for improving conventional CI. Review generated workflow files and permissions before using them; the same measurement, concurrency, and validation principles apply whether a person or an agent proposes the change.
