A signed approval can be valid on paper and still fail to establish that an AI agent should act now. A verifier may confirm the approver’s authority, the approval period, its connection to a deployment, and the signature—without knowing whether the facts that justified approval have changed. Treat those as two separate questions: whether the record is valid and whether the approval still applies.
What an approval verifier can—and cannot—establish
An Agent Manifest is described as a signed record of an agent’s deployed configuration. It can include the prompt, policies, tools, model, data, memory, decision log, delegation, provenance, and human approvals. Its design allows offline verification, but verifying what the record says does not independently establish current facts outside the record.
In the account published by Imran Siddique on September 29, 2026, a verifier checks four properties: whether the approver was eligible, whether the approval’s time window is open, whether it refers to the deployment being checked, and whether the signature is valid. A pass answers those record-level questions. It does not prove that the original reasons for approval remain true.

Why a valid approval may no longer apply
Consider the article’s hypothetical example: a finance lead approves an agent to pay supplier invoices for 90 days. On day three, one supplier is flagged for fraud. The approval could still be signed, in date, and bound to the same deployment, even though a relevant circumstance has changed. The 90-day period is an illustration, not a measured statistic.

The key distinction is between a permission’s recorded duration and the continuing validity of its rationale. An unexpired approval window says when the recorded approval is in force; by itself, it does not say that every condition underlying the decision remains satisfied.
How to read a passing verification result
Do not collapse a successful record check into an unconditional go-ahead. Read the result as evidence about the record, then ask whether the system has evidence about present applicability. In Siddique’s account, the verifier does not yet have that evidence. Its README reportedly cautions callers not to treat the resulting uncertainty as permission to proceed.

- Record validity: The approver, time window, deployment binding, and signature pass their checks.
- Current applicability: Whether the approval’s underlying assumptions still hold remains a separate question.
- Operational authority: Whether someone can stop the agent now, and whether that control works in practice, is an audit question—not a capability established here.
- Objections and changes: A reviewer needs to know whether objections and relevant changes are recorded and discoverable.
Status wording matters. “Valid” can be understood too broadly if it describes only the record checks. Systems also need a clear way to distinguish a claim known to be false from one that is unproven, or a question that was never asked. Siddique says terminology for those states remains unsettled.

Siddique reports that PR 355, merged August 31, 2026, clarified that an approval duration sets a time window rather than guaranteeing that approval remains current. He also reports that PR 453 shipped in agent-manifest 0.13.0 on September 25, 2026, adding a verifier result that signals it cannot determine whether approval still applies when all four record checks pass. These implementation details and dates are claims in the September 29 article; they were not independently verified here.

The reported change makes an important limitation more visible: a verifier can state what it could not determine instead of allowing a clean record check to imply current authorization. It does not, on the evidence available, solve how to assess changing external conditions.
Questions to ask when evaluating an approval process
Use these questions to inspect a process, rather than assuming that every system lacks the controls they ask about:

- Compatible devices: PC
- What was the approver relying on, and would you find out if it changed?
- Who can stop this right now, and has anyone actually tried?
- Did anybody object, and where is that written down?
Also ask what evidence is required to establish the current state, how unknown or unproven facts are represented, and what changes trigger a new review. These are design and audit questions, not a comparative assessment of available products.

Why recording the approval’s basis is not enough
Siddique recounts issue 348 as proposing that a system record what an approver relied on. He says a subsequent objection noted that comparing against an unchanged manifest would not detect changes in the outside world. That distinction matters: a record can preserve the original rationale without showing whether reality still matches it.

In his account, the basis for approval can be separated into three kinds of information, each potentially needing its own check:
- Agent configuration: What the agent is configured to do.
- Outside-world facts: Conditions that may change independently of the agent’s recorded configuration.
- Approver standing: Whether the person’s authority or status remains applicable.
That framing points to the remaining design problem: deciding what evidence can establish current applicability, which conditions must be monitored, and when a change requires reevaluation. Siddique also points to trace-spec issue 279 as collecting related terminology questions; that reference, like the implementation details above, is reported in his article rather than independently verified here.
