Neither AI agents nor scripted bots are universally better for strategy games. Scripted bots are usually the stronger choice when designers need predictable, inspectable behavior and precise control over difficulty. Learned agents are worth considering when adaptation, self-play, or strategic variety is a central goal—and the team can support training and careful evaluation. For many projects, combining the two is more useful than choosing one exclusively.
What is the difference between a scripted bot and a learned agent?
A scripted bot follows behavior specified by developers: rules, priorities, and conditions determine what it does. A learned agent develops a policy through training, such as reinforcement learning or imitation learning. Self-play can be part of that training, but it is not the same thing as simply letting a bot improvise; the agent still depends on its training environment, objectives, and evaluation.
These are broad categories, not a guarantee of quality. A carefully designed rules bot can be capable, while a learned agent can perform poorly outside the situations it learned to handle. The useful question is which approach best supports the experience the game team wants to build.
When are scripted bots the better choice?
- Designers need control. Rules and priorities make it easier to specify the opponent’s behavior and tune challenge around particular player needs.
- Behavior needs to be legible. A team can inspect the conditions that drive a scripted decision, which can make debugging and adjustment more direct.
- The opponent has a defined role. If the goal is to teach a mechanic, defend a particular location, or provide a deliberately bounded challenge, developers may prefer specified behavior over a policy shaped by training.
- Training infrastructure is not justified. Learned systems require an appropriate environment and a process for training and evaluating the resulting agent. If adaptation is not a core requirement, starting with the simpler approach that meets the player experience can be practical.
Scripted does not mean trivial or necessarily weak. TStarBots compared a deep reinforcement-learning agent with a hard-coded hierarchical rules agent. In its specified Zerg-versus-Zerg match on Abyssal Reef, both beat built-in AI levels; the setup included high built-in levels with unfair advantages. That result shows that both methods can succeed under defined conditions, not that either will outperform the other across strategy games. Read the TStarBots paper.

When are learned agents the better choice?
- Adaptation is a core requirement. A learned policy may acquire responses through training rather than having every behavior explicitly authored.
- Strategic variety matters. Training approaches can produce behaviors designers did not hand-code, although variety and quality still need to be evaluated.
- Self-play suits the problem. Agents can train against themselves or earlier versions, exposing them to repeated strategic competition in the training environment.
- The team can support the full pipeline. Training, evaluation, and iteration are part of the product work, not a one-time substitute for game design.
Published projects demonstrate what substantial learned-agent efforts have achieved, but they are not predictions for a typical game team. DeepMind reported that AlphaStar reached Grandmaster level in the full game of StarCraft II without modifying the game. Its system combined imitation learning, reinforcement learning, and league training. DeepMind’s AlphaStar account describes that specific project.
OpenAI described OpenAI Five as learning through self-play; its project description says 80% of its games were played against itself and 20% against past selves. Those proportions describe that project’s training mix, not a general recipe. OpenAI also reported that the system beat world champion team OG in two back-to-back games in 2019, a result tied to that competitive context. How should a game team compare the approaches?
There is no common cross-game benchmark in the cited examples that ranks scripted and learned bots by cost, quality, or fairness. Compare them against the objectives and constraints of the actual game instead.

Could a hybrid work better?
Yes. A hybrid can reserve rules for clear constraints and use a learned policy for decisions that benefit from adaptation. OpenAI said it built a scripted Dota 2 bot as a baseline and to understand the bot API while developing its learned system. That example shows how the approaches can serve complementary roles in one project; it does not establish that a hybrid is always best. OpenAI Five project description.

A practical way to choose
- Define the player experience. Specify what the opponent should teach, challenge, or make possible, including how difficulty should change.
- Set information and action limits. Decide what the bot can observe and how quickly it can act, then hold those conditions consistent when evaluating alternatives.
- Start with the simplest viable approach. Build specified rules if controllable, legible behavior meets the goal. Consider a learned agent if adaptation or strategic variety is essential and the team can support training and evaluation.
- Test against the same objectives and opponent pool. Measure more than wins: include behavior quality, fairness, difficulty control, and whether players get the intended experience.
- Add learning or rules where they solve a real problem. A hybrid is an option when some decisions need hard constraints and others benefit from adaptation.
These steps are a design framework, not a standardized benchmark. The published results above concern particular games, systems, and conditions; they do not settle comparative cost, player enjoyment, or performance across real-time strategy, turn-based strategy, and grand-strategy games.
