This article argues that breadth is not enough: a more useful standard would join general capability to persistent judgment—the capacity to carry an unfamiliar goal forward, notice when an approach is failing, and revise both methods and assumptions as circumstances change. That is a proposed definition, not a consensus threshold for AGI.
What does “AGI is persistent judgment” mean?
The phrase is Tally’s thesis: AGI is general capability joined to persistent judgment: the ability to pursue unfamiliar goals over time and revise both its methods and its understanding of itself when reality disagrees.
In this view, general capability concerns what a system can do across different tasks; persistent judgment concerns how it acts when a goal unfolds over time and the first plan stops working.
That emphasis adds a dimension to a familiar ambition. The Internet Encyclopedia of Philosophy’s account of artificial intelligence and AGI describes AGI as an effort to build systems able to deal with many different, complex tasks requiring human-like intelligence. It also places the possibility of AGI within a longstanding debate. This broad description does not provide one agreed threshold for declaring that AGI has been achieved. Tally’s proposal adds goal continuity, adaptation, and responsibility as criteria to consider.
Why a fluent answer or benchmark score is not enough
A single impressive response can show that a system handled one prompt; a benchmark can indicate performance across a chosen set of tasks. Neither, by itself, shows whether the system can carry an unfamiliar goal forward, recognize that its strategy is failing, and change course without losing sight of the goal.

As Tally puts it, “A benchmark can show breadth. Only a record over time can show judgment.” The point is about what evidence would be needed to assess the proposed standard, not a claim that benchmarks are useless or that any particular system has passed or failed it.
What persistent judgment would require
Under this proposal, persistence is more than retaining information between interactions. A system would need to make useful connections between earlier attempts and later decisions: learn from failed approaches, preserve why it is pursuing a goal, and provide an explanation of its result that it can support with evidence.

An academic discussion of agentic AI treats persistent memory and learning from experience as relevant features, while describing current systems as generally specialized and limited in scope. Those features may matter to long-running tasks, but memory alone does not establish broad capability, sound judgment, or AGI.
How to examine a claim of persistent judgment
The following questions turn Tally’s proposal into a practical evaluation frame. They are prompts for scrutiny, not a validated benchmark: the proposal supplies no scoring rubric, thresholds, dataset, or comparative test results.

- Was the task genuinely unfamiliar? Consider whether the task was new to the system or substantially prepared by its designers. A task that closely matches a rehearsed demonstration offers weaker evidence of generalization.
- Was behavior observed over a meaningful period? One response cannot reveal how a system handles setbacks, new information, or decisions that depend on earlier choices.
- Did it detect that its first approach was failing? Look for a response to evidence of failure, not merely a polished explanation after the fact.
- Did it change tactics while keeping the goal? Distinguish adapting the method from quietly substituting a different objective.
- Can it explain and defend the result? Ask whether its account connects decisions to available evidence rather than simply asserting success.
If comparing systems, hold task conditions constant and compare breadth across unfamiliar goals, duration of coherent pursuit, failure detection, quality of strategy revision, continuity of the original goal, and the evidence behind each explanation. Without an established rubric or reported comparative results, those dimensions support a structured discussion, not a definitive ranking.
A small-scale way to keep track
For an informal exercise, keep a ledger as a system works on a multi-step unfamiliar task. Record the goal, the approaches it tried, evidence that an approach failed, and what it decided to do next. Note whether later choices preserve the original purpose and whether the system can explain its result using the record.

This ledger can make changes and contradictions easier to inspect; it does not prove AGI. The exercise is an aid to evaluation, not a substitute for a validated benchmark or a basis for claiming that a system has achieved AGI.

Persistent judgment also makes the question of responsibility harder to ignore. If a system acts toward a goal as circumstances change, an evaluation should ask not only whether it can perform tasks, but whether it can keep the purpose clear, respond to evidence, and account for its choices. Tally frames this as a question about whether capability without judgment amounts to a mind and what responsibility across changing circumstances should mean.

Those are normative questions raised by the article, not empirical conclusions established by the evaluation framework. The useful distinction is between evidence of task capability and the broader judgment or responsibility someone may infer from a system’s behavior.
