The agent can interpret a request and select among permitted actions, but identity, authorization, business rules, workflow state, and auditability must be enforced outside the model. A practical design places an agent and orchestration layer between user-facing applications and managed integrations, with explicit controls over every tool call and human review for decisions that warrant it.
What changes when agents can take multi-step actions?
A conventional integration usually connects a known caller to a defined operation. An agentic workflow adds a component that can interpret a request, plan a sequence, choose tools, and react to returned information. That flexibility can help orchestrate access to disparate enterprise systems, but it also means the path from request to business outcome may not be a single predictable API call.
The architecture therefore needs to govern not only which APIs exist, but which agent or user may invoke a capability, under what conditions, with what arguments, and how the resulting sequence is supervised. The model can propose the next action; it should not be the authority that grants permission or waives a business rule.
A reference architecture for agent-driven workflows
Think in layers, with security, discoverability, and observability spanning them rather than living in one component. AWS Prescriptive Guidance describes this separation in its enterprise agent architecture: applications, an agent layer, and shared services for model access, tools, and knowledge, with cross-layer governance.

- User-facing applications and events: A conversational interface, an existing business application, or an external business event can initiate work. An agent is one workflow consumer alongside established clients and event-driven processes.
- Agent and orchestration layer: The agent interprets the task, plans or routes work, retrieves approved information, and requests actions through tools. The orchestrator manages the workflow around that reasoning.
- Shared enterprise services: Govern access to models, tool discovery and execution, and enterprise knowledge. AWS guidance, for example, emphasizes role-based access to knowledge sources and authorization so that tools are available only to the appropriate actor and context.
- Managed integration boundary: Connect tools to existing business systems through controlled adapters or servers. Keep backend APIs and credentials behind that boundary rather than exposing them directly to a model.
- Systems of record and business services: Existing applications remain responsible for their data and business operations. Agent adoption does not require replacing those systems or opening every capability to every workflow.
Google Cloud’s Architecture Center describes MCP servers as one way to implement the integration boundary: “Each MCP server exposes the API of a specific backend system as a standardized set of tools.” In that pattern, an orchestrator invokes system-specific MCP servers, which mediate access to backend APIs. Google presents the servers as an isolation layer so backend implementations can change independently of the agent-facing surface.
MCP can standardize tool discovery and invocation, but it does not decide whether a given principal is allowed to perform an action. Microsoft for Developers made this distinction in its April 22, 2026 article, “Securing MCP: A Control Plane for Agent Tool Execution”: “instruction-following alone shouldn’t be treated as a security boundary.” Treat the protocol as an interface, not as an authorization policy.
Put identity and policy in the tool-execution path
Every proposed action should pass through a control path that can establish who or what initiated it, determine whether the requested operation is allowed, apply relevant business constraints, and record the decision and outcome. Google Cloud’s agent governance documentation describes controls including a registry for agents, tools, MCP servers, and endpoints; unique agent identity; gateway controls; and audit trails. AWS likewise emphasizes authorization for tool execution and least-privilege, need-to-know access to enterprise knowledge.

- Establish a trusted principal. Bind the request to an authenticated user, service, or agent identity. Preserve the initiating user’s context when the workflow acts on that user’s behalf; do not treat a shared model credential as sufficient accountability.
- Authorize the specific tool operation. Check the principal’s permission for the requested capability and resource, not merely whether the agent can reach a tool server. Scope access to the task and data required.
- Validate arguments and context. Apply rules such as permitted account, transaction limits, required fields, separation of duties, or current record state at the point where the action is executed. A valid API schema alone does not establish that an action is appropriate.
- Require approval where the workflow calls for it. Route consequential, unusual, or policy-defined actions to a person before execution. The agent may prepare an action for review; approval should be a distinct, attributable event.
- Record the decision and result. Capture enough context to identify the initiating principal, requested tool and operation, applicable policy decision, approval if any, and outcome. Apply the organization’s privacy and retention rules to those records.
These checks belong at runtime because permission can depend on the user, requested resource, action arguments, and workflow state. A tool registry helps teams discover and govern available capabilities, but registry membership by itself should not be mistaken for permission to execute every operation.

Not every step should be delegated to a model, and not every workflow needs the same degree of central control. Salesforce Architects describes a blended model in which agents and systems handle local tasks while centralized oversight coordinates the end-to-end process. Its architecture material calls for a process governance and constraint engine for business rules and compliance policies. AWS’s Agentic AI Lens, revised June 10, 2026, includes human-in-the-loop governance among operational practices.
A useful design distinction is between decision flexibility and execution authority. An agent may choose which permitted information-gathering step to try next; a deterministic service should enforce an invariant such as “a payment cannot exceed the authorized amount.” Assign stable rules to code or policy controls, and reserve model discretion for choices that can safely vary.

- Keep steps deterministic when they encode legal obligations, financial limits, access rules, required sequencing, or other invariants that must hold on every run.
- Allow agent choice when several approved tools or information sources can reasonably advance the task and the consequences of selecting among them are controlled.
- Insert human review when policy requires consent, a decision has material consequences, or the workflow reaches a condition that cannot be safely resolved by predefined rules.
Make the boundary explicit in the workflow definition: what the agent may propose, what it may execute automatically, what requires approval, and what must stop or be escalated. This avoids treating a successful model response as proof that a business process has completed correctly.
Compare integration and orchestration patterns
The patterns below are architectural choices, not a universal ranking. A system can combine them—for example, a central orchestrator can call MCP servers that expose APIs through managed boundaries. Compare them against the needs of each workflow rather than selecting a protocol or platform in isolation.

- Permission scope and accountability: Can each agent and tool call be limited to the user, task, and data it needs? Can an auditor reconstruct what happened and why?
- Integration boundary and portability: Does an adapter isolate the agent from backend changes? Can the design avoid unnecessary dependence on one provider or protocol? Salesforce Architects advocates open interfaces and standards; that does not remove the need to govern each connection.
- Workflow control: Which steps are fixed rules, which may be selected dynamically, and where does a person need to approve or intervene?
- Reliability and recovery: How are state, errors, retries, and partial completion handled across a multi-step task? AWS’s Agentic AI Lens covers production reliability and workflow orchestration, but the guidance described here does not prescribe one recovery strategy for every workflow.
- Visibility and operating cost: Can the team trace activity across components and understand model and platform costs? AWS identifies observability and cost tracking as architecture concerns.
Design for failures and partial completion
A multi-step workflow can fail after some actions have already succeeded. A timeout does not necessarily mean a backend rejected a request, and blindly retrying a non-idempotent operation can create duplicate effects. Define workflow state and recovery behavior around the actual business operations, rather than assuming the agent will infer a safe remedy.
- Track which steps were requested, accepted, completed, rejected, or left uncertain.
- Use idempotency controls where the backend supports them, and check operation status before retrying an action whose result is unknown.
- Define which failures can be retried, which require a different tool or route, and which should pause for human intervention.
- For workflows with irreversible actions, establish a review or compensation plan before execution; not every business action can be rolled back.
- Keep durable workflow state in an appropriate service rather than relying on the model’s conversational context as the sole record of progress.
These are design questions to answer for the workflow, not a claim that one retry or compensation mechanism fits every system. The reviewed AWS guidance addresses reliability and orchestration as concerns but does not establish a universal recovery prescription.
Make observability span the whole workflow
Instrument the path from the user entry point through the orchestrator and tool server to the backend and back. Google Cloud’s Architecture Center recommends structured logs and traces for visibility across distributed workflows. A trace that stops at the model call will not explain which backend operation followed or whether it succeeded.

Correlate events across components so operators can investigate the initiating identity, tool call, relevant policy decision, approval, and outcome. Keep records useful for audit and troubleshooting while observing the organization’s privacy and retention requirements; the cited guidance does not establish a single retention period for all enterprises.
Observability should also support operational cost review. Track usage and platform costs across the components involved in a workflow so owners can understand what the design consumes. Vendor architecture guidance identifies cost tracking as an area to manage, but the sources do not establish a comparable quantitative business impact or a universal cost benchmark for agentic API architecture.
A practical sequence for designing the architecture
- Choose one bounded workflow. Identify its user or event trigger, business outcome, systems of record, and actions that can change data or create commitments.
- Map capabilities and trust boundaries. List the APIs and knowledge sources the workflow needs, their owners, and the managed adapters through which the agent can reach them.
- Define identity and permissions before tool exposure. Specify which principals may discover and invoke each operation, what resource and argument constraints apply, and how delegated user context is represented.
- Separate fixed rules from model decisions. Mark steps that must follow deterministic constraints, choices an agent may make among permitted alternatives, and actions requiring human approval.
- Specify state and failure behavior. Decide how the orchestrator recognizes completion, handles uncertain outcomes and retries, and escalates partial workflows.
- Instrument the complete path. Correlate traces, structured logs, policy decisions, approvals, and backend outcomes under applicable data-handling controls.
- Review the design against explicit criteria. Assess least privilege and auditability, integration coupling, workflow control, recovery, oversight, visibility, and cost before extending the pattern to more systems.
The architecture sources cited here are vendor guidance and platform documentation: useful for design patterns and control considerations, not independent proof of productivity, savings, reliability, or error-rate improvements. No directly comparable quantitative outcome is established by them, so evaluate results in the context of the workflow rather than assuming an agent layer produces a particular gain.
