JWT validation confirms only that a token passes relevant credential checks. The resource server must also verify its audience, map its subject, and decide whether it permits the requested action.
A JWT can pass signature and expiry checks and still be denied access. Token validation establishes that a credential is acceptable under a particular token profile; authorization is a separate decision about whether the represented principal may perform a specific action on a specific resource.
What “valid JWT” actually establishes
A JSON Web Token (JWT) is a compact representation of claims. Decoding it only reveals its contents; it does not prove those contents are authentic or that the request should be allowed. Even successful cryptographic validation answers only part of the question.
The JWT specification makes validity context-dependent: “The set of claims that a JWT must contain to be considered valid is context dependent and is outside the scope of this specification.” (RFC 7519) The token profile and application determine which claims and checks matter. Also, not every JWT is an OAuth access token, and OAuth does not require access tokens to be JWTs.
Why an API can reject a valid token
The token is intended for a different audience
The aud claim identifies the intended recipient or recipients. A token issued for one API should not be accepted by another merely because both trust the same issuer. For JWT OAuth access tokens, RFC 9068 requires the resource server to reject a token whose audience does not include it. The JWT best-current-practice document also says that when an issuer creates tokens for multiple applications, the relying application must validate that the audience is present and associated with it (RFC 8725).

Resource indicators can help an authorization server restrict a token to the intended resource (RFC 8707). RFC 9700 says each resource server should verify on every request that the token was meant for that server (

The subject does not map to an application-valid identity
A syntactically valid sub claim is not automatically a recognized account. RFC 8725 says the application must validate that the subject corresponds to a valid subject—or issuer-subject pair—for that application. A token can therefore be well-formed and cryptographically sound while referring to an identity the application does not accept.
The principal lacks permission for this action
A token may represent a valid user or client but lack the scope, entitlement, or other permission needed for the requested operation. Claim names and meanings, including scope, depend on the token profile and deployment; JWTs do not inherently encode a complete authorization decision.

RFC 9068 advises resource servers to use authorization claims together with other available context when deciding whether to authorize the current call. The required permission can depend on the resource, action, account state, tenant, or application policy—not only on whether the token is valid.
How to check a JWT access request
Evaluate the request from token acceptance toward the operation-level decision. Exact claim requirements vary by token profile and application, but this order helps isolate the failure:

Parse the expected format. Reject malformed input. Decoding a JWT is not validation.
Verify integrity and profile. Validate the signature using keys trusted for the expected issuer, and enforce the permitted algorithms and token-type rules for the profile. For JWT access tokens under RFC 9068, reject alg: none.
Check issuer and time claims. Confirm the issuer is expected and reject expired tokens. Apply relevant nbf and other time constraints.
Check the audience. Confirm the token is intended for this resource server, not merely for an issuer or a different API it trusts.
Resolve the subject. Verify that the subject is valid for the issuer and recognized by this application.
Authorize the requested operation. Decide whether this principal has the required scope or entitlement for this action on this resource under the applicable policy and request context.
Distinguish token-validation failures from authorization denials
A bad signature, unexpected issuer, wrong audience, or expired token means the credential did not pass the relevant validation checks. A valid token that lacks permission for the requested operation is a different kind of failure: the resource server accepts the credential but denies the action under its authorization policy.
That distinction is useful when diagnosing a 403 response: inspect the resource server’s validation and authorization results rather than assuming that successful JWT signature verification guarantees access. The status code and error details depend on the API’s implementation; RFC 9068 points to bearer-token error handling for validation failures, while the final authorization policy is application-specific.
