To build a multi-tenant WebAssembly runtime in Rust, use an embeddable runtime such as Wasmtime for guest execution, then enforce tenant boundaries in the host: grant each tenant only the capabilities it needs, apply separate resource budgets, and choose deliberately how execution state is isolated and torn down. Wasm memory isolation is useful, but it does not by itself limit all host resource use or prevent guests from affecting shared services exposed through host interfaces.
Choose the execution boundary before writing the host
Wasmtime is a candidate when you need to embed a WebAssembly runtime in a Rust application. Its documentation describes a standalone runtime for WebAssembly, WASI, and the Component Model, with configuration for CPU and memory. Treat it as the guest execution engine—not as the complete multi-tenant security design.
Start by deciding what a tenant must be unable to affect: another tenant’s data, shared service availability, host files, network destinations, secrets, or the runtime process itself. Then select a boundary that matches the consequences of a failure. A separate Wasm instance is not the same thing as a separate operating-system process, container, or virtual machine.

These are architectural choices, not a universal ranking. Compare them against tenant trust, workload sensitivity, expected concurrency, and the cost of startup and memory.

Keep compiled code separate from tenant state
Wasmtime’s API documentation describes compiled Modules and Components as expensive to create, safe to share across threads, and reusable for instantiation. That makes compiled code a different lifecycle concern from each tenant’s mutable execution state.
- Reuse compiled artifacts where appropriate, while keeping tenant-specific state, resource handles, and execution policy scoped to that tenant’s execution context.
- Avoid sharing mutable host objects across tenants unless the sharing is intentional, synchronized, and independently authorized.
- Define how an execution context is created, reset, and destroyed. Do not assume that creating a new guest instance also clears state held by the host.
Grant capabilities explicitly
The host determines which resources a guest can reach. WASI’s design principles describe capability-based access, unforgeable handles, and no ambient authority. In practice, that model only helps when the host supplies narrowly scoped handles and host functions.

- Start with deny-by-default. List the imports and resources each workload actually needs before making them available.
- Scope every grant. Give a tenant access only to its allowed files, network endpoints, secrets, and service operations. Use distinct handles or a host-side broker where shared services need tenant-aware authorization.
- Filter at the boundary. Wrap or interpose on host access when policy must restrict paths, destinations, operations, or data volume.
- Review the effective interface. An available WASI API does not mean a tenant should receive every resource that API could address. Audit imported host functions as well as WASI resources.
Wasmtime’s security documentation says that executing untrusted code safely in a sandbox is one of WebAssembly and Wasmtime’s main goals. That is a design goal, not a guarantee that every embedding has configured a safe capability boundary.

Use Wasmtime’s resource-limiting hooks and execution interruption mechanisms as parts of a larger policy. The ResourceLimiter is for resources allocated by a Wasm instance; it does not account for embedder allocations. The Wasm stack setting also does not ensure that a native thread has enough stack, and native stack exhaustion may abort the process.

Do not treat an instruction budget as a limit on time spent in a blocking host call, or as a replacement for operating-system quotas. Bound compilation separately from execution, and cap concurrent work so a burst of requests cannot consume all shared capacity.
Resource exhaustion is a demonstrated concern, not just a theoretical edge case. A 2025 USENIX Security study reports strategies using WASI/WASIX interfaces to exhaust host resources and affect other instances in the studied settings. The finding is scoped to those runtimes, configurations, and attack methods; it does not establish that every Wasmtime deployment has the same vulnerability. It does show why sandboxing alone should not be presented as complete resource isolation.

Choose reuse and teardown deliberately
Reuse can reduce initialization work, but any retained state can create a cross-request or cross-tenant risk if it is not correctly cleared. Per-request teardown can make state lifetime easier to reason about, while increasing initialization and memory costs.
The NSDI 2026 Wasabi system examines multiple sharing granularities and destroys ephemeral request execution contexts to limit state leakage. In its evaluated design, the paper reports that pre-allocation used around 20% of the memory limit as an empirical balance. That figure describes Wasabi’s evaluation, not a recommended setting for other runtimes or workloads.

- Reuse only state that is safe to share and has a clear owner.
- Prefer fresh execution contexts when tenant state is sensitive or reliable cleanup is difficult to establish.
- Measure the cost of initialization and teardown for your own workload before selecting a reuse policy.
- Document which boundary separates tenants and which shared services remain outside it.
Pin the runtime version and test the full policy
Wasmtime defaults, enabled proposals, security advisories, WASI support, and Component Model support can change by version. Pin the version you deploy and use documentation matching that version rather than relying on an evergreen assumption. Requirements such as threads, asynchronous host calls, and guest toolchains should be checked against the exact runtime configuration.
Test policy failures as well as successful guest execution. Include attempts to access an ungranted resource, exceed each budget, block in a host function, generate excessive output, and leave state for a later request. Verify that timeouts and cancellations release host resources, and that one tenant’s failure does not silently disable service for others.
- Enable only the interfaces and proposals the workload needs.
- Keep runtime dependencies updated and monitor security advisories.
- Collect per-tenant usage and failure metrics without exposing one tenant’s data to another.
- Define operational actions for runaway work, resource exhaustion, and urgent runtime updates.
There is no established current controlled benchmark in the cited material that compares all Rust WebAssembly runtimes across these isolation, resource, compatibility, lifecycle, and operational dimensions. Make runtime comparisons using the versions and workloads you actually plan to deploy.
