You can test a website’s keyboard accessibility without special software: put the mouse aside, navigate with the keyboard, and check whether you can see focus, reach and operate every interactive element, follow a sensible sequence, and leave menus or dialogs without getting stuck. This guide walks through the checks and explains what to record when you find a problem.
What a keyboard-only test checks
Keyboard testing asks whether someone can use a page’s functionality without a mouse or other pointer. Under WCAG 2.2, all functionality must be keyboard-operable, keyboard focus must not become trapped, focus order must preserve meaning and operability, and there must be a way to see which component has focus. The standard also requires that a focused component not be entirely hidden by content created by the site.
A keyboard test is more than checking whether Tab moves through a page. You also need to operate the controls, inspect how focus behaves when content changes, and make sure the sequence makes sense. W3C explains that automated checks can assess whether a page can be tabbed through, but a human must still navigate and operate interactive elements to verify full keyboard use: WCAG 2.2: Keyboard.
How to test a page with only a keyboard
- Start with the page loaded and the pointer set aside. Press Tab repeatedly. Note each focused link, button, field, or other control and the order in which focus reaches it. Use Shift+Tab to move backward and check that reverse navigation is usable, too.
- Check the focus indicator. As focus moves, look for a visible indicator on links, buttons, form fields, custom controls, menus, dialogs, and other operable components. WCAG 2.2 requires a mode that makes keyboard focus visible under 2.4.7 Focus Visible.
- Operate each control. Try the keyboard interaction appropriate to the component—for example, Enter or Space on a button, or a link’s supported activation key. Widgets may use arrow keys for movement among their internal options; Escape may dismiss a menu or dialog. These are practical checks, not one universal key sequence prescribed by WCAG. Confirm that the intended action completes without a pointer.
- Check that you can leave composite controls. Enter menus, dialogs, date pickers, carousels, and other widgets, then try to move focus out using the keys the component supports. WCAG’s 2.1.2 No Keyboard Trap requires a way to move focus away from any component reached by keyboard.
- Judge whether the order makes sense. Compare the sequence with the meaning and relationships on the page. A form should not jump unpredictably between unrelated groups. A menu or dialog should be encountered in a sequence that makes sense in relation to its trigger. The visual layout and focus sequence do not have to be identical if the sequence remains logical and operable. See W3C’s 2.4.3 Focus Order guidance.
- Trigger changes and test again. Open dialogs, expand disclosures, show validation errors, add items, change routes, and close overlays. Check whether focus moves to a useful destination, stays within a modal while it is active when appropriate, and returns sensibly to the trigger or another logical place when the component closes.
- Check focus visibility while scrolling. Move focus through the page and watch for sticky headers, banners, or overlays that cover the focused component. Under 2.4.11 Focus Not Obscured (Minimum), content created by the site must not entirely hide the component that has focus.
What a logical focus order looks like
Focus order is the sequence in which keyboard users encounter controls. It should preserve the page’s meaning and let people operate it. For example, moving through a form should follow its fields in an understandable order rather than jumping between distant, unrelated sections. A dialog opened from a button should be encountered in a way that preserves the relationship to that button; when the dialog closes, focus should return to a useful place, commonly its trigger.

Focus order does not need to mirror every visual position exactly. A page can arrange content visually in columns or with other layout techniques while keyboard focus follows a different sequence, provided the sequence remains understandable and functional. Illogical tabindex arrangements, or a dialog or menu separated from its trigger in the sequence, can undermine that relationship. W3C’s Focus Order guidance explains the requirement.
How to test menus, dialogs, and changing content
Static tabbing misses problems that occur only after an interaction. For every control that reveals or changes content, test both the opening action and what happens afterward. In a dialog, check where focus goes on opening, whether the user can operate its controls, whether focus behaves appropriately while it is active, and where focus lands on closing. In a menu or disclosure, check that newly available items can be reached and that focus does not become stranded when the component closes.

Repeat the checks after actions such as submitting a form with errors, adding an item, or navigating to a new route. The focus destination should help the user continue the task rather than leaving focus in an irrelevant or unpredictable place. W3C notes that there is no known way to automate whether dynamic focus handling follows a logical order—for example, moving into a custom dialog, keeping focus there, and returning to its trigger. These behaviors need human inspection: Understanding conformance.
What automated checks can and cannot tell you
Automation can help identify whether keyboard focus can move through a page, but reaching an element is not the same as being able to use it. A person must verify that every interactive element can be operated with the keyboard and that dynamic changes handle focus sensibly. In W3C’s words, “ensuring keyboard operability of all functionality currently requires a human to manually navigate through content to ensure all interactive elements are not only in the tab order, but can be fully operated using keyboard controls.” W3C’s conformance guidance also says there is no known way to automate whether dynamic focus handling follows a logical order.

How to report a keyboard accessibility issue
Make the issue reproducible so the person fixing it can see the same behavior. Record:
- The page URL or the name of the component.
- The exact keys and actions used, in order.
- What you expected to happen and what actually happened.
- Where focus was before the issue and where it went afterward—or whether it became invisible or trapped.
- Relevant conditions, such as an open dialog, a validation error, or a sticky header.
- The WCAG criterion that best describes the failure.
For a report, the most relevant WCAG 2.2 criteria are 2.1.1 Keyboard (Level A), 2.1.2 No Keyboard Trap (Level A), 2.4.3 Focus Order (Level A), 2.4.7 Focus Visible (Level AA), and 2.4.11 Focus Not Obscured (Minimum) (Level AA).
