President Joe Biden’s March 11, 2024, FY2025 budget request proposed $13 billion for cybersecurity across civilian federal departments and agencies, including $3 billion for the Cybersecurity and Infrastructure Security Agency (CISA). These were requested amounts—not final spending figures—and Congress did not enact the request wholesale.

How much cybersecurity funding did Biden request?

The White House’s FY2025 proposal put forward $13 billion for cybersecurity across civilian departments and agencies. Within that government-wide proposal, it sought $3 billion for CISA and described that agency total as $103 million above CISA’s FY2023 enacted level. The $103 million comparison is to FY2023, not a general year-over-year increase. The White House’s FY2025 budget materials present these as request figures.

Those figures describe what the administration asked Congress to fund for the fiscal year beginning October 1, 2024. They should not be read as amounts ultimately spent, obligated, or enacted.

What would the proposed cybersecurity money pay for?

The request described a mix of federal network defenses and CISA capabilities intended to protect government systems and support the security of public services. The listed amounts below are components or purposes identified in the administration’s proposal; they are not evidence of later awards or completed work.

Endpoint detection and response tools are meant to help identify and investigate suspicious activity on federal systems. The CISA lines address the agency’s own cyber and analysis capacity, coordination with critical-infrastructure stakeholders, and reporting of cyber events. The budget materials do not establish how much of each requested line was ultimately funded or what results it produced.

How did the Justice Department’s request fit in?

The Justice Department separately announced a $7.7 billion FY2025 request for programs to protect national security, enhance cybersecurity, and combat cybercrime. That is a department-level request category, not a figure that can safely be added to the White House’s $13 billion civilian-cybersecurity summary: the published material does not establish that the categories are distinct. The department’s March 11, 2024 announcement also quoted Attorney General Merrick B. Garland: “Securing these resources is critical to advancing that mission in service of the American people.”

Did Congress approve the request as proposed?

No. FY2025 later received full-year appropriations under P.L. 119-4, but that fact does not mean Congress enacted every Biden-requested cybersecurity amount in the same form. The Congressional Budget Office’s appropriations summary establishes the later full-year funding context; it does not reconcile each cybersecurity line in the administration’s proposal to its final enacted amount. Accordingly, the figures in this article remain proposal figures, not a statement of final CISA or agency spending.

The request’s policy case was to strengthen civilian federal systems against foreign adversaries and improve the security of public services. The available budget figures document the administration’s priorities and requested resources; they do not show procurement awards, actual obligations, or measured effectiveness.
