The rollout is an office workflow digitization effort: reported training covered official correspondence, summaries, records and communication between departments. The available reports do not establish measured results or show that residents can file applications through the system.
What e-FOAS is—and what it is intended to do
Punjab Information Technology Board (PITB) describes e-FOAS as a system for replacing conventional paperwork with a paperless environment and supporting internal and external communication, task management, transparency and reduced office expenditure. Those are PITB’s stated aims, not independently verified results from FDA’s implementation.
In practical terms, the FDA training and implementation reports describe an internal office workflow system for digital correspondence and related departmental work. They do not describe a public-facing filing portal, so there is no basis in these reports to say that residents can use e-FOAS to submit applications to FDA.
What happened at FDA
APP reported on November 10, 2025, that FDA had implemented e-FOAS under Punjab government direction and that a training workshop was held. PITB’s official account, published November 11, documents the training session at FDA; the two dates refer to separate reports and should not be conflated.

PITB says the session was chaired by FDA Director General Muhammad Asif Chaudhry and Chief Engineer Chaudhry Mehar Ayoub Gujjar, with department heads and officers in attendance. PITB Joint Director Operations Ishfaq Ali and Project Officer Amar Iftikhar delivered the training. PITB says it covered digital management of official correspondence and improvement of daily operations.
Which office workflows were covered
APP reports that training included correspondence, summaries, record management and inter-departmental communication. It also reports that a file record room was established to support implementation across FDA departments.

Together, these details indicate that the rollout concerned how departments handle and route official work—not simply the digitization of incoming letters. The reports do not provide a detailed FDA deployment schedule, explain the system’s vendor arrangements, or specify which individual file types have moved into e-FOAS.
How FDA’s rollout fits Punjab’s wider use of e-FOAS
Other Punjab government activity provides context, but does not measure FDA’s results. An August 20, 2025, order from Punjab’s Environmental Protection Agency, effective August 25, directed specified notesheets and related file materials to move through e-FOAS. Separately, Punjab Portal reported in December 2024 that provincial human-resources processes were to be connected with the system. These examples show e-FOAS being applied to departmental and provincial workflows; they are not evidence of measured impact at FDA.

What is—and is not—known about the results
PITB presents e-FOAS as a way to support paperless work, communication, task management, transparency and lower office expenditure. However, the published FDA accounts contain no before-and-after evaluation, quantified performance measures, procurement cost, or other evidence showing that processing has become faster, spending has fallen, or transparency has improved at the authority.
For now, the established facts are the reported implementation, the training session and the office processes covered. Assessing outcomes would require FDA-specific performance information that the cited reports do not provide.
