CodeCommons is a Software Heritage initiative to make public source code easier to turn into higher-quality, traceable datasets for responsible AI. The title wording “CommonCode” differs from the official project name, which is CodeCommons. It is research and data infrastructure—not an AI coding assistant.

What CodeCommons is

Software Heritage describes CodeCommons as a two-year project funded by the French government and developed with French and Italian academic and technical partners. It builds on Software Heritage’s archive of public source code, with the aim of helping researchers and model builders create datasets whose contents and origins are easier to understand and reproduce.

The partner organizations named by Software Heritage include AboutCode, Tweag, CEA, DiverSE, ALManaCH, Cedar, Scuola Superiore Sant’Anna, Scuola Normale Superiore, Università di Pisa, and Università degli Studi di Torino. The project is aimed at improving the data and provenance behind AI systems that use code; it is not a consumer-facing chatbot, code editor, or coding assistant.

What the project is building

The project describes work to aggregate and structure public software source code, then enrich it with information useful for selecting and understanding training data. The planned information falls into two broad categories:

  • Intrinsic metadata: properties of the code itself, such as programming language, license, quality, dependencies, and vulnerability information.
  • Extrinsic metadata: context connected to the code, such as discussions and related information that can help explain its development and use.

CodeCommons also describes an indexed, searchable unified data model; attribution graphs connecting code to its origins and authors; and persistent Software Heritage identifiers (SWHIDs) that can help identify the exact archived material used. These are project workstreams and goals, not evidence that every feature or dataset is already available.

Why AI developers need this infrastructure

Building a code dataset can involve collecting repositories from multiple places, removing duplicates, cleaning files, assessing licenses, and preserving enough information to explain what was included. Software Heritage says organizations often repeat overlapping collection and preparation work, while attribution, author preferences, and reproducibility remain difficult. CodeCommons is intended to provide shared archive and enrichment infrastructure that could make dataset creation more inspectable and reduce duplicated effort; that is the project’s rationale, not a measured claim that it has already eliminated those costs.

For AI developers, better provenance can help answer practical questions: which source files were included, where they came from, what license information is associated with them, and whether an author preference was accounted for. Persistent identifiers are particularly useful because they can point to archived material more precisely than a broad label such as a repository name.

What Software Heritage says about responsible use

In a 2023 statement, Software Heritage set out three principles for machine-learning use of its archive:

  1. Models and their supporting materials should be made available under a suitable open license.
  2. The initial training data should be identified fully and precisely—for example, using SWHIDs.
  3. Where possible, mechanisms should let authors exclude archived code from training inputs before training begins.

These are Software Heritage’s stated principles, not a resolution of the complex and evolving legal questions surrounding code licenses and model training. A dataset’s traceability can make its contents easier to inspect, but does not by itself establish that every use is legally permitted or settle how a particular license applies.

Software Heritage points to BigCode’s earlier work on StarCoder2 as an example of this approach in practice: BigCode received access to the archive and produced a model using a transparent subset of GitHub-hosted repositories archived by Software Heritage, with an opt-out mechanism. StarCoder2 predates CodeCommons; it was not built by the project.

What is available now—and what is still planned

As of June 29, 2026, Software Heritage described a future query experience that would let users filter projects by attributes such as license, language, scientific use, maintenance, and vulnerabilities. The organization also made the current limitation explicit: “That’s not here yet. But the archive that makes it possible already exists,” in an article by Roberto di Cosmo.

That distinction matters: the archive exists, and the project is building the structures and metadata intended to support richer discovery, but the envisioned qualified search interface was not yet in place according to that June 2026 account. Software Heritage’s 2025 activity report, published January 16, 2026, says CodeCommons continued building a transparent and traceable foundation for responsible, sovereign AI. It does not establish that the full platform or every planned dataset has been released.

The official descriptions do not settle the final public access terms, release schedule, or full service availability. Anyone planning research or model development around CodeCommons should verify current access and feature details with Software Heritage rather than assume the planned search and dataset experience is generally available.

How large is the underlying archive?

Archive figures vary by source and date, so they should not be treated as a single freshly measured 2026 count. IEEE Spectrum reported in 2025 that Software Heritage held more than 22 billion source files across around 345 million projects and more than 600 programming languages. Separately, Software Heritage’s 2025 activity report says the archive reached 2 petabytes. The report’s storage figure is distinct from the file and project counts.

IEEE Spectrum also reported that CodeCommons received €5 million in French government funding over two years. That is the reported project funding, not a consumer price or a fee for accessing a finished service.

How to assess CodeCommons against another code dataset

CodeCommons is not a product that can be compared with a coding assistant on features or subscription plans. For researchers evaluating it against other code sources or dataset infrastructure, the useful questions are:

  • Coverage and currency: Which repositories, file types, and time periods are represented, and how often is the collection updated?
  • Licensing and provenance: What license information is available, how is it assessed, and can included material be traced to its origins?
  • Author preferences: Are exclusion or opt-out mechanisms supported, and at what point in the data pipeline are they applied?
  • Preparation: How are duplicates, generated files, and other unwanted material handled?
  • Discovery: Can users filter and search by the attributes their project requires?
  • Reproducibility: Can the exact inputs be identified later using persistent identifiers?
  • Access terms: Is the needed data available to the intended users, and under what terms?

The project descriptions support these as relevant evaluation criteria, but do not provide a complete head-to-head comparison with other dataset providers. Availability and access terms should be checked directly before relying on the archive for a specific project.

Why the project name can be confusing

The title uses “CommonCode,” but the initiative identified by the cited coverage and primary Software Heritage materials is called CodeCommons. Searching for “CodeCommons” is the better way to find its official project information. The name refers to shared code and data infrastructure, not an AI model that writes code for end users.
