Facial recognition did not identify the Boston Marathon suspects before the FBI appealed to the public on April 18, 2013. The strongest explanation in the public record is that investigators faced a huge collection of case images without efficient face-based tools to organize and search it—not that a system is documented as having checked every government database and returned no match.
What happened in the investigation
Three people were killed and more than 500 were injured in the April 15, 2013, Boston Marathon bombings, according to the FBI’s case history. By April 18, investigators had reviewed photographs, video and other evidence but had not publicly identified the suspects. FBI Boston Special Agent in Charge Richard DesLauriers announced images of two men, identified as Suspect 1 and Suspect 2, and asked the public to help identify them. He said, “After a very detailed analysis of photo, video, and other evidence, we are releasing photos of the two suspects.”
The FBI’s later history says releasing video helped lead to the suspects’ identification. But the identities were not established by a facial-recognition match before the Watertown shootout. In an October 18, 2013, joint statement, the FBI, Massachusetts State Police and Boston Police said the Joint Terrorism Task Force learned the brothers’ identities shortly after Tamerlan Tsarnaev died and was fingerprinted.
Why searching the evidence was difficult
There were two different technical problems: finding a named person in an identity gallery, and organizing a large body of investigation-specific images to see where the same face appeared. Those jobs can use related technology, but one does not automatically solve the other.

Face recognition is usually a ranked search
A face-recognition system typically compares a probe image with images in a gallery and returns possible candidates in rank order. It does not establish a person’s identity by itself. An examiner may review candidate images, and investigators need independent evidence—such as records or a witness placing a candidate near the event—before treating a result as a basis for action. FBI senior scientist Richard Vorder Bruegge described a result as “not an identification, mind you, but an investigative lead.”
Finding faces across case files is a separate task
Investigators also need ways to sort and search faces within the evidence gathered for a particular case. Face clustering or case-collection search can help locate appearances of the same person across many files, even when the person’s name is unknown. It does not necessarily connect that face to a named identity database.

In a 2023 interview with the National Institute of Justice, Vorder Bruegge said the Boston investigation involved roughly 83,000 still images and 10,000 videos received from the public or recovered from the scene or suspects. He said the FBI lacked efficient face-based tools in 2013 to organize and search that material; hundreds of analysts and investigators spent about a year reviewing it and tracking the brothers. Separately, the FBI’s case history reports more than 33 terabytes of digital information collected, including public-submitted photographs and video. These figures describe different measures of the investigation’s evidence and should not be treated as interchangeable.
Image quality and experimental results need context
Face searches depend on the image used as the probe and the images in the gallery. A clear, front-facing mugshot is not equivalent to a face captured at a distance, at an angle, or partly obscured in event footage. Vorder Bruegge cautioned, “We don’t always get mug shot quality images to run as probes and degraded images will not succeed at the same rate.” Pose, occlusion and resolution remain relevant challenges; the available accounts do not establish that one particular image defect explains the outcome in Boston.

A 2013 Defence Research and Development Canada report described a research simulation in which a commercial matcher returned Dzhokhar Tsarnaev at rank one against a background database of one million mugshots. That is a laboratory result under test conditions, not evidence that investigators ran the same search during the operational investigation or obtained that result in April 2013. The public sources do not provide a complete technical audit of every system, database, query and image available to investigators at the time.

The April 18 appeal was an investigative step after officials had reviewed evidence and still needed help identifying the men in the released images. DesLauriers warned the public to rely only on the official images: “For clarity, these images should be the only ones—the only ones—that the public should view to assist us.” The FBI cautioned that unofficial images could misdirect attention and consume law-enforcement resources. The appeal should not be read as evidence that online speculation reliably identified the suspects.

What the case does—and does not—show about facial recognition
- It shows a gap in the investigation’s 2013 workflow: an enormous collection of images had to be reviewed without the efficient face-based organization and search tools described later by an FBI scientist.
- It does not establish a documented database-wide miss: public sources do not show that the FBI queried every relevant identity database with a suitable image and received no match.
- It does not make a ranked candidate an identification: recognition can generate leads, but independent evidence and human investigation are needed to establish identity.
- It does not turn a later laboratory result into an operational result: the Canadian report’s rank-one match was an experiment, not a recorded match in the Boston case.
