In an April 2011 report, IEEE Spectrum said two iRobot PackBot ground robots surveyed Fukushima Daiichi Units 1 and 3 and recorded radiation rates of up to 49 millisieverts per hour in Unit 1 and up to 57 millisieverts per hour in Unit 3. Those were reported maximum readings—not uniform conditions throughout either building or a dose received by a person. The article itself raised unresolved questions about how the Unit 3 figure was obtained.

What the PackBots did at Fukushima Daiichi

After the earthquake and tsunami damaged Fukushima Daiichi, two remote-controlled iRobot PackBots were sent into reactor buildings for reconnaissance. IEEE Spectrum’s 18 April 2011 account described tank-like treads and robots that could open doors while surveying conditions. The robots measured temperature, oxygen levels and radioactivity; the report called this the first set of measurements inside the reactors in more than a month.

The mission was remote inspection, not repair or cleanup. The measurements offered information about conditions in areas considered too radioactive for people to enter at that time, but they did not mean the robots could perform the work needed inside the damaged buildings.

How much radiation did the robots detect?

IEEE Spectrum reported maximum radiation rates of up to 49 millisieverts per hour (mSv/hour) in Unit 1 and up to 57 mSv/hour in Unit 3. The article attributed the figures to Associated Press reporting. A sievert is a unit used to express radiation dose equivalent; because the figures are rates, “per hour” is essential.

“Up to” matters: these are reported high readings from robot surveys, not a claim that every location in either building had that rate. Nor are they personal doses. Calculating a person’s accumulated dose would require knowing how long that person was exposed, where they were, and the conditions of exposure. The figures describe what the 2011 report said the robots measured, not current radiation levels.

Why the Unit 3 reading needs a caveat

The IEEE article’s own update did not fully reconcile its account of Unit 3. It noted that the Associated Press had reported Unit 3 measurements, while a subsequent report quoting TEPCO officials said a robot was impeded by broken ceiling and wall debris left by hydrogen explosions. The IEEE author expressly asked where the Unit 3 radioactivity measurement came from.

The update also flagged conflicting accounts over whether one or both of the two provided PackBots had been used. The reported Unit 3 maximum of 57 mSv/hour should therefore be presented as the value in the 2011 article, with uncertainty about the mission details—not as a fully reconciled record of where and how that reading was collected.

Could robots replace workers inside the buildings?

The PackBots could remotely inspect and measure, helping responders learn about hazardous conditions without immediately sending people into those areas. The 2011 article did not claim they could carry out major repairs or cleanup. IEEE Spectrum quoted TEPCO official Takeshi Makigami saying, “people must enter the buildings.” That was a contemporaneous statement in the report, not a current policy quotation.

How this 2011 mission differs from later Fukushima robot work

The PackBot story concerns early reconnaissance in Units 1 and 3 during the immediate post-disaster response. It should not be conflated with later decommissioning operations, which involved different robots, reactor units and tasks. In a 28 August 2025 status document, TEPCO discussed maintenance and testing of a robotic arm for a Unit 2 internal investigation and trial fuel-debris retrieval. TEPCO said camera irradiation tests had not confirmed the stated radiation resistance under some conditions more severe than those expected in the field, and that the schedule would be reviewed. That later work does not update or verify the 2011 PackBot readings.
