You can create a Windows Phone app with HTML, CSS and JavaScript using the legacy PhoneGap/Cordova workflow, but the steps depend on whether you target Windows Phone 8 or 8.1. The older WP8 route used Cordova’s wp8 platform and an Internet Explorer 10 WebView; WP8.1 used Cordova’s later Windows platform and Internet Explorer 11. These are historical instructions, not a supported route for new Windows development.

Before you start: PhoneGap, Cordova and platform status

PhoneGap is the historic name associated with Apache Cordova. In either workflow, your HTML5 app runs as web content inside the phone’s WebView, with Cordova plugins or bridge APIs providing access to native device features.

Cordova’s archived Windows documentation carries the notice that its Windows platform is deprecated and may be removed from a future Cordova release. Microsoft ended Windows Phone 8.1 support on July 11, 2017; users no longer qualify for new security updates, non-security hotfixes, free assisted support or free online technical content updates. The archives do not establish whether legacy installers, device registration, signing services or Store submission remain available today. A successful build from these steps does not guarantee that you can enroll a phone, install the app on a device or publish it.

Choose the Windows Phone generation first

These requirements and commands belong to their documented historical toolchains; they are not current Windows development recommendations. Cordova’s Windows guide also covers Windows 10/UWP, which is a separate target, not a replacement name for the WP8 workflow.

Create a Windows Phone 8 app with the archived Cordova CLI

The archived Cordova 5.4.0 guide gives this command-line sequence for a basic WP8 project:

  1. cordova create hello com.example.hello HelloWorld creates a project named hello, using the supplied app identifier and display name.
  2. cd hello changes into the project directory.
  3. cordova platform add wp8 adds the Windows Phone 8 target.
  4. cordova build wp8 builds the app and generates a Visual Studio solution that can be opened and edited in Visual Studio.
  5. cordova emulate wp8 attempts to run the app in the configured WP8 emulator.

Put the app’s HTML, JavaScript, CSS and other web resources in the project’s www directory. Edit those files as you develop, then rebuild the platform project. The commands above come from the archived WP8 guide.

Deploying to a WP8 phone

The guide’s device example is cordova run wp8. It says the phone must first be registered. Treat that as a historical procedure only: the documentation does not confirm that registration or related services are still available.

Build for Windows Phone 8.1 with Cordova’s Windows target

WP8.1 is not the wp8 target. The archived Cordova Windows guide documents a later Windows platform that also included Windows 8.1 and Windows 10/UWP. It says the default build target was Windows 10; to generate 8.1 packages, set windows-target-version to 8.1 in config.xml.

For a phone-specific 8.1 package, the guide documents this build override:

cordova build windows -- --appx=8.1-phone

Its historical deployment commands are:

  • Emulator: cordova run windows -- --phone
  • Connected device: cordova run windows --device -- --phone

The archived guide lists Visual Studio 2015 or 2013 for Windows 8.1, while its Windows 10 instructions list Visual Studio 2017 or 2015. Follow the matching generation’s configuration rather than mixing these instructions with the WP8 SDK workflow. Details are in the archived Cordova Windows guide.

Keep Windows 10/UWP separate

Cordova’s Windows documentation distinguishes OS targets: an app targeted to Windows 10 does not run on Windows 8.1, while an app built for 8.1 can run on Windows 10. The guide also describes a Windows 10 Remote mode that relaxes some web-content restrictions but reduces the capabilities available for public Store submission. Those UWP details do not make either phone-specific workflow a current Windows Phone path.

Test HTML and JavaScript against the target’s WebView

The embedded browser is part of the target, so modern browser support cannot be assumed. WP8 uses IE10; WP8.1 uses IE11. Check your JavaScript, CSS and HTML against the relevant engine, including any APIs or syntax your app depends on. The Cordova guides do not establish support for modern Chromium or WebKit features on these phones.

For web content that fails to invoke Cordova APIs, the Windows guide points to the Internet Explorer debugger. This can help distinguish a web-runtime problem from a native-bridge or plugin problem; a successful browser preview in a modern desktop browser is not proof that the phone’s older WebView will behave the same way.

What these steps can—and cannot—establish today

The archived instructions explain how the historical project structure, target selection and build commands fit together. They do not verify present-day availability of the required SDKs, Visual Studio components, emulators, device enrollment, signing services or Store submission. If your goal is to maintain an existing legacy project, preserve its exact OS and toolchain assumptions and confirm that each required component is still obtainable before planning deployment. For a new app, treat this as historical reference rather than a recommendation to build for Windows Phone.
