A credit appearing in GSTR-2B is an important reconciliation signal—not, by itself, proof that the credit is eligible to claim or retain.
What GSTR-2B tells you—and what it does not
GSTR-2B is a period-wise statement that helps a registered taxpayer compare inward-supply information with its own books. The GST Portal says taxpayers can view and download it in Excel or JSON format in post-login mode. Its inputs include supplier-filed B2B documents, Input Service Distributor (ISD) information and import-of-goods data from ICEGATE. Reverse-charge tax on imported services has a separate treatment; it does not follow the ordinary domestic supplier-invoice path.
The statement can help identify credit that may be available, but its labels are not a complete legal eligibility decision. The GST Portal’s GSTR-2B FAQ says taxpayers must reconcile the data with their records, avoid claiming credit twice for a document, and self-assess situations in which credit may not be available even if the system has not flagged them.
Reconcile one tax period at a time
1. Gather the statement and supporting records
Download the GSTR-2B for the period under review. Assemble the corresponding purchase-register extract and, as relevant, supplier invoices, debit and credit notes, evidence that goods or services were received, bills of entry, ISD documents and reverse-charge transaction records. Keep the records tied to the relevant GST registration and period.

2. Match documents, not just totals
Compare each statement entry with the underlying record. Useful match fields include supplier GSTIN, document type and number, document date, taxable value, tax components and tax period. Check invoice amendments and credit or debit notes against the original document trail: they adjust that trail rather than create an unrelated second purchase.
Use net figures where the return presentation requires them. The GST Portal FAQ explains that some GSTR-3B values are populated after taking credit notes and amendments into account. A difference between a purchase-register total and a statement or return figure therefore needs investigation at document level, not an automatic adjustment to force the totals to agree.

3. Record exceptions instead of forcing a match

A practical reconciliation file can record the period, GSTIN, document identifiers, book and statement values, match status, exception reason, action taken and reviewer sign-off. This is a workflow suggestion, not a prescribed statutory spreadsheet format.
Test legal eligibility separately from the match
After matching, assess each proposed credit under the law applicable to that tax period. Section 16 of the CGST Act sets out entitlement conditions, including business use, possession of the prescribed tax invoice or debit note, supplier furnishing invoice details and their communication to the recipient, receipt of goods or services, payment of tax to the Government and furnishing the return, subject to the section’s conditions. Also check restrictions under Section 17 and applicable rules. A GSTR-2B entry cannot establish facts such as business use or receipt on its own.

The GST Portal FAQ describes specified reasons a credit may be marked unavailable, including a time-barred claim under Section 16(4) and a place-of-supply condition. It also makes clear that other ineligibility cases may not be generated by the system and need taxpayer self-assessment. Do not apply a generic deadline to every claim: check the version of Section 16(4), applicable amendments and notifications, annual-return status and other rules relevant to the period and claim.
The controlling references are the applicable CGST Act and Rules, along with relevant notifications, circulars and portal instructions. Where eligibility turns on particular facts or a period-specific change, have the position reviewed by a qualified Indian GST professional.

Check reversals, credit notes and reverse charge
Reconciliation is not only about new credit. Review whether a credit previously claimed needs reversal, whether a credit note changes the net amount, and whether a later reclaim is supported under the applicable rules. For example, the CBIC rules material addresses reversal where consideration plus tax is not paid within the specified 180-day period, subject to the rule text and applicable conditions. Do not calculate a reversal from the number alone without checking the rule that applies to the transaction and period.
GST Council material describes a Rule 37A reversal process for specified cases in which a supplier has not filed a return, as well as treatment in the statement. Verify the rule in force and the reporting instructions for the relevant financial year before acting. Reverse-charge obligations also need a separate check: GST Council guidance says reverse-charge tax is to be paid in cash. Apply the current rules to the particular transaction rather than treating a statement entry as a substitute for that payment.

Consider IMS actions before finalising the statement
The GST Council’s November 2024 newsletter described the Invoice Management System (IMS) as an optional portal facility introduced from October 2024. In that description, a recipient could accept, reject or keep supplier records pending, and those actions affected GSTR-2B. It also said an incorrect action could be changed and the statement recomputed before filing the corresponding GSTR-3B.
That description is dated. If IMS is relevant to your reconciliation, check the current GST Portal functionality, available actions and deadlines for the filing period. Review the resulting statement after any action; do not assume an earlier IMS selection still reflects the records or treatment you intend to report.
Use the reconciled result to prepare GSTR-3B
Prepare the relevant GSTR-3B ITC fields from the amounts that have been both reconciled and tested for eligibility. Keep eligible net credit, ineligible credit, reversals or reclaims and reverse-charge entries in their appropriate reporting fields under the instructions for the period.
The GST Portal FAQ maps GSTR-2B sections to GSTR-3B auto-population. The portal also says auto-populated values are editable and edits are highlighted. Review the populated figures against your reconciliation and supporting analysis before filing: system population is an aid, not a substitute for the taxpayer’s obligation to report correctly.

Retain the downloaded GSTR-2B, purchase-register extract, source documents, match results, exception explanations, supplier follow-ups, eligibility and reversal analysis, and reviewer sign-off together by tax period. A clear trail shows how a document moved from the books and statement through the eligibility review to the amount reported in GSTR-3B, including why any difference remained.
