For responsive CSS breakpoints, use width (usually through min-width or max-width). It measures the space available to the page, while device-width describes the device’s rendering surface. The W3C marks device-related width features as deprecated and advises against using them in new stylesheets.

What `width` and `device-width` measure

Media feature What it describes Best fit Current guidance
width In continuous media, the viewport width available to the document, including a rendered scrollbar; in paged media, the page-box width. Responsive layout changes based on available page space. Use for viewport or page-box sizing queries.
device-width The device’s rendering surface or Web-exposed screen area. Device dimensions reflect the current orientation on devices that rotate. Legacy compatibility cases, not ordinary responsive breakpoints. Deprecated; W3C says authors must not use device-* features in newly written stylesheets.

These definitions come from the W3C Media Queries Level 5 specification and its foundational Media Queries Level 3 specification.

Why `width` is the right breakpoint feature

A responsive layout needs to react to the space the document can actually use. The device’s screen dimensions do not necessarily match the page’s layout viewport, so a breakpoint based on the device surface may not reflect whether the page’s content fits. The W3C recommends `width`, `height`, and `aspect-ratio` for querying viewport or page-box size instead of `device-width`, `device-height`, and `device-aspect-ratio`.

Write breakpoints around the layout

Use a threshold where your content needs a different arrangement, rather than selecting a breakpoint because it corresponds to a named phone or device model:

This applies styles when the viewport width is at or below 40rem. Choose the value by checking where the current layout stops working well. For the complementary case, use min-width when styles should apply at or above a threshold.

Why a mobile breakpoint may not activate as expected

A phone’s physical screen width is not automatically the width CSS uses for the page. The layout viewport depends in part on viewport metadata. MDN notes that some mobile browsers may use a virtual viewport commonly around 980 CSS pixels when a suitable viewport tag is missing; the browser can then scale the page down, leaving a narrow-layout breakpoint inactive even though the screen looks narrow.

Check viewport metadata

For a responsive page intended to use the device width in CSS pixels, MDN documents this viewport declaration:

<meta name="viewport" content="width=device-width, initial-scale=1">

Do not add restrictive settings that disable zoom. MDN advises preferring viewport defaults for accessibility and user experience. See MDN’s viewport concepts guidance for the mobile viewport behavior and metadata details.

How to test the condition your CSS actually queries

  1. Open responsive sizing tools. In your browser’s developer tools, use the responsive-design or device toolbar to simulate viewport widths. MDN’s CSS media queries guide describes responsive testing with these tools.
  2. Resize the viewport across the breakpoint. Check just below, at, and above your chosen threshold to confirm the expected layout change.
  3. Test on a handheld device when practical. Resizing a browser or rotating a device changes the width condition being evaluated; check the page in the orientation and layout where it will be used.
  4. If a mobile breakpoint seems ignored, inspect the viewport setup. Confirm that the page has suitable viewport metadata before concluding that the media feature is measuring the physical screen.

When should you use `device-width`?

For new responsive stylesheets, do not use `device-width`; the W3C deprecates device-* features and says authors must not use them in newly written stylesheets. If maintaining old CSS, treat existing uses as legacy behavior to review rather than as a model for new breakpoints. For layout decisions, query the viewport width with `width`.
