Microsoft’s 2021 Message Center notice MC277196 announced a Nucleus service plan to support Microsoft Lists sync and offline mode. The plan was associated with Microsoft 365 licensing; Microsoft said the rollout would begin at the tenant level around mid-September 2021. This is a recap of that historical announcement, not confirmation of today’s licensing or technical requirements.
What the Nucleus service plan was announced to do
The notice stated: “The Nucleus service plan enables features associated with Lists sync and offline mode.” It described the plan as a component associated with Microsoft 365 licensing and said it would be visible in the Microsoft 365 admin center. The announcement’s purpose was to let users take eligible lists offline so they could work when internet access was limited or unavailable. Petri’s reproduction of MC277196
What Microsoft said would happen during rollout
MC277196 classified the change as a tenant-level rollout, with mid-September 2021 given as the expected timing. The notice described the control model as both user and administrator control, and recommended that organizations review and assess the change. Cloudscout’s archived record lists the notice as created August 11, 2021, updated August 13, 2021, and launched; it associates the item with Microsoft 365 Roadmap ID 68809. These are historical announcement and archive dates, not a present-day rollout schedule.
How the announced sync behavior worked
According to the notice, after Microsoft.SharePoint.exe was installed and running, sync would start for users who had recently used Microsoft Lists. Eligible lists displayed in the Lists app’s Favorites, My lists, and Recent lists views would sync to the device. After the initial sync, only changes would be synchronized. The reproduced notice

The notice said a user could stop syncing an individual list. It also described Lists sync as using the OneDrive sync app’s existing mechanism for packaging, installation, and updates. That is the implementation Microsoft described in 2021, rather than a verified statement about current clients.

Historical implementation context
A contemporaneous June 2021 summary described Lists sync as using a general-purpose sync engine distributed through the OneDrive sync app, storing data in a local database, and running as a separate background process named Microsoft Nucleus.exe.
