Yes—Windows XP can use an existing FAT32 volume larger than 32 GB, including as an installation target, but XP Setup cannot format a FAT32 volume larger than 32 GB with its built-in Format tool. Prepare the volume with another suitable formatter, then select it in Setup without asking Setup to format it. Large-volume boot support still depends on the computer’s BIOS, controller, partition layout, and disk configuration.

Why XP can use a large FAT32 volume but cannot format one

The 32 GB limit applies to the FAT32 formatting tool in Windows XP Setup, not to XP’s ability to mount and support a FAT32 volume that was already formatted elsewhere. Microsoft’s XP-specific Knowledge Base article 314463 states that XP can mount and support larger FAT32 volumes, subject to other limits, but Setup’s Format tool cannot create one above 32 GB.

If you ask Setup to format a FAT32 partition larger than 32 GB, Microsoft says the process may fail near completion with the message “Logical Disk Manager: Volume size too big.” Avoid that format option for an oversized FAT32 partition.

Prepare the partition before installing XP

  1. Back up anything important. Partitioning and formatting can destroy data.
  2. Create and format the volume using a method other than XP Setup. Microsoft’s XP article names the Format tool on Windows 98 or Windows Me startup media. A Microsoft Q&A response also suggests a third-party formatter, but it does not validate a particular utility.
  3. Start XP Setup and select the prepared partition. Do not choose the option to format it as FAT32. The external method must have created a valid FAT32 volume for XP to use.
  4. Confirm the target machine can boot from the disk. The filesystem guidance does not establish that every BIOS, controller, partition-table arrangement, sector size, or disk capacity is compatible with XP.

Choose the formatting route that fits your situation

Choose NTFS in XP Setup Microsoft recommends NTFS when formatting a volume larger than 32 GB through Setup. This changes the filesystem. Choose based on the operating systems and devices that need to access the volume.

Understand FAT32’s separate file-size limit

A larger partition does not remove FAT32’s per-file limit. Microsoft’s XP article sets the maximum file size at (232)-1 bytes—one byte less than 4 GB. A volume may have substantial free space and still be unable to store a single file at or above that limit. Later Microsoft deployment guidance also describes a 4 GB FAT32 file-size limit, but it concerns WinPE or Windows installation workflows rather than XP Setup: WinPE image guidance and Windows installation media guidance.

What the 32 GB limit does—and does not—tell you

Microsoft’s XP-specific article, last reviewed September 4, 2002, addresses FAT32 mounting and formatting behavior. It does not guarantee that an arbitrary large disk will be detected or bootable on a particular XP-era machine. Check the computer and controller documentation for the intended disk and partition setup before relying on it as an XP boot volume.
