The U.S. connected-vehicle restriction is no longer just a proposal: the Department of Commerce’s Bureau of Industry and Security (BIS) issued a final rule effective March 17, 2025. It phases in limits on specified vehicle-connectivity hardware, automated-driving and connectivity software, and some vehicle sales when the transactions have defined links to China or Russia. It is not a blanket ban on every Chinese- or Russian-made car or automotive component.
Does the U.S. ban Chinese cars?
No. The rule regulates specified technologies and transactions with a sufficient connection to China or Russia; the country where a vehicle is assembled, by itself, does not determine whether the rule applies. Its nexus tests concern ownership, control, or jurisdiction or direction links specified in the rule. BIS summarizes the scope and compliance routes in its connected-vehicle guidance; the detailed requirements are in the final rule published in the Federal Register.
The rule described by BIS covers passenger vehicles weighing less than 10,001 pounds. In its January 14, 2025 announcement, the department said commercial vehicles were excluded because of their supply-chain complexity and that it intended to address truck and bus technologies in a separate rulemaking. That statement describes the scope announced at the time; businesses should consult current BIS guidance and rule text for later developments.
Which technologies and transactions are restricted?
BIS identifies three categories of prohibited transactions. The restriction depends on the technology, transaction, model year, and applicable China or Russia nexus—not simply on whether a vehicle contains any foreign-made part.

The three prohibitions are also summarized by BIS’s Office of Information and Communications Technology and Services. Whether a particular product or transaction is covered requires applying the rule’s definitions and nexus tests to its facts.
Vehicle Connectivity System (VCS)
VCS means systems that let a vehicle communicate externally. BIS examples include telematics control units and Bluetooth, cellular, satellite, and Wi-Fi modules. The hardware restriction concerns importing covered VCS hardware, including when it is imported within a connected vehicle.

Automated Driving System (ADS)
ADS refers to components that collectively allow a highly autonomous vehicle to operate without a driver. The software restriction applies to covered ADS software integrated into that system, as well as covered VCS software, in connected vehicles within the rule’s scope.
When does the connected-car software ban start?
The software-related restrictions and the specified manufacturer-linked vehicle import and sale restrictions begin with model year 2027. The VCS hardware restriction begins with model year 2030; for units that do not have a model year, the date is January 1, 2029. The final rule itself took effect March 17, 2025. These are distinct dates: the rule’s effective date is not the start date for every restriction.

What must affected businesses do?
Certain importers and manufacturers must file annual Declarations of Conformity certifying compliance. BIS also provides general authorizations for specified lower-risk transactions, accepts requests for specific authorization for transactions that would otherwise be prohibited, and offers advisory opinions on whether a prospective transaction falls within the rule. A general authorization is limited to the transactions it specifies, not a blanket exemption. Businesses should use BIS’s current guidance and consult the final rule for transaction-specific requirements.
Why did Commerce issue the rule?
Commerce says malicious access to covered supply chains could enable the extraction of sensitive data, including personal information about drivers or vehicle owners, or remote manipulation of vehicles. This is the department’s stated risk assessment, not evidence that such conduct has occurred in a particular vehicle.
