The most useful way to assess them is to separate company descriptions from evidence customers can inspect, then ask what remains outside the evidence’s scope.
What does OKX’s proof of reserves actually prove?
OKX says its Proof of Reserves (PoR) process compares customer-account assets with assets held in identified on-chain wallets. It describes using zk-STARK proofs, checking ownership of the wallet addresses, and applying constraints intended to show total balances, non-negative balances, and inclusion of user balances. The method is more informative than an unsupported reserve claim because parts of it can be checked against published wallet data and user snapshot information.
OKX’s September 2026 PoR page identifies itself as the company’s 47th report and displays $27.4 billion in primary assets. That is a dated figure reported by OKX, not a continuing balance-sheet amount or an independent finding about the exchange’s overall solvency.
What a customer can check
OKX’s PoR materials provide a self-verification route for checking whether a customer’s snapshot data is included and describe how wallet ownership and balances are assessed. Reserve ratios are also listed for individual covered assets. Those materials let a reader scrutinize specific claims about the report’s listed assets and liabilities rather than relying only on a headline total.

What the snapshot leaves out
OKX warns that a report reflects balances at a particular capture time. It excludes tokens outside that report’s scope and transactions made after the snapshot. A ratio above 100% for one listed asset therefore does not establish coverage of unlisted assets, every liability, or a later date.
PoR is not, by itself, a complete solvency or governance audit. The described comparison does not establish whether assets are encumbered, whether all liabilities are captured, whether the company remains solvent continuously, or whether its internal decisions and controls are effective. The distinction is important: a verifiable snapshot can support a narrow reserve claim without answering every question about an exchange.
Which security controls does OKX say it operates?
OKX’s security overview describes controls intended to protect custody and transactions, including cold storage for most assets, multi-signature wallets requiring multiple keys for transaction authorization, and customer device management. It also discusses on-chain detection of risky addresses or decentralized applications and token-risk detection.

These are material architectural descriptions, but the cited overview is published by OKX. It does not provide control-by-control independent test results, nor does it establish that the described protections operate identically across every legal entity, system, or market. Treat the descriptions as claims about the company’s approach, not proof of effectiveness across the global group.
What does OKX’s certification announcement cover?
In a 2026 announcement, OKX says BSI Group independently assessed certifications for its Operating Service & Support Hub. The company says ISO/IEC 27001 certification was extended to that hub and that it newly achieved ISO/IEC 27017 for cloud security and ISO/IEC 27018 for cloud personally identifiable information protection. The announcement gives 14 April 2026 as the effective date.
This is evidence of an external assessment within the scope OKX announced. It should not be broadened into a claim that every OKX entity, service, system, or geographic operation has the same certification coverage. The announcement also discusses licensed entities in Singapore, the UAE, the Bahamas, the United States, Turkey, and Malta, but does not establish that the certificates apply identically to each one.

How does OKX describe its compliance controls?
OKX’s Risk & Compliance Disclosure describes a risk-based, multi-layer program with customer identification, due diligence on beneficial owners for entity customers, screening against named government sanctions lists, and ongoing monitoring for suspicious activity. It says suspicious activity is reported to local regulators where required. OKX characterizes the program this way: “We have designed our Program to reasonably prevent money laundering and terrorist financing through a risk-based, multi-layer control system.”
That is the company’s account of its program, not an independent measurement of performance. The reviewed disclosure does not provide enough detail to evaluate screening accuracy, escalation rates, or regulator findings. OKX also warns that services may be restricted or unavailable in some locations, so availability and applicable disclosures depend on the reader’s jurisdiction and the entity serving them.
Is the OKX Security Fund insurance for customers?
No. OKX describes the Security Fund as property owned by OKX and principally intended to cover certain liquidation shortfalls in leveraged trading. The company says customers have no beneficial interest or legal claim to the fund and states: “The Security Fund is not an insurance policy, a custodial protection fund, or a guarantee against user losses.”

OKX retains discretion over the fund’s size, composition, and use. It should not be treated as deposit insurance or as a promise to reimburse individual losses caused by trading decisions, account compromise, or platform failure.

A useful assessment distinguishes the existence of a published control from independent evidence about its scope and performance. When reviewing OKX or comparing it with another exchange, check:
- Scope: Which legal entities, services, assets, systems, and markets are covered?
- Time: Is the evidence a dated reserve snapshot, a description of an operating control, or a periodic certification?
- Independence: Who performed an assessment, and are its method and results available for scrutiny?
- Verifiability: Can customers reproduce the reserve or account-inclusion check themselves?
- Liabilities: Does the evidence address only listed assets, or also all liabilities and possible encumbrances?
- Recourse: Does a fund protect an individual customer, support platform stability, or cover only a narrow event?
- Jurisdiction: Which licensed entity serves the customer, and which local terms and disclosures apply?
These questions help prevent a strong result in one narrow area—such as a reserve ratio for a listed asset—from being mistaken for assurance about the entire organization.

What is not established by the public materials reviewed?
The OKX materials discussed here do not establish independent, comprehensive assurance about group-wide ownership, board oversight, incident history, or the effectiveness of the full control environment. They also do not map each certification to every operating entity and system. Those limits do not prove that a control is absent or that a problem occurred; they mark what these disclosures do not demonstrate.
For personal account security, OKX’s guidance covers device management and account protections, while its self-custody guidance advises backing up private keys and seed phrases. These are different responsibilities: platform-operated custody and monitoring controls do not replace safe handling of a user’s own credentials or wallet backups.
