The rest of the product may include access controls, activation and recovery workflows, offline support, and a clear boundary between licensing, billing, and support. Which pieces matter depends on how the software is deployed and sold; the examples below illustrate different models, not a universal feature checklist.
What does the API handle—and what still needs a user-facing workflow?
An API is an interface for software systems. It can expose operations such as issuing a license, validating an entitlement, or registering an activation. But people still need a way to discover keys, decide who can manage them, resolve activation failures, and understand what happens when a customer cannot reach the licensing service.
Microsoft’s volume-licensing documentation illustrates how much operational work can sit around a key. It covers finding and exporting keys, activation types and limits, and support for activation issues. Microsoft defines a product key as a way to use a product licensed under a specific volume-licensing program; the key is one part of a larger process, not the whole customer experience. For a licensing product, that distinction matters because an API endpoint is useful only when the right person or system can invoke it, understand the result, and recover when something goes wrong. That may require an administrator console, customer portal, documented integration, or support path in addition to the API itself.

Who signs in, and who owns the entitlement?
Account identity and license identity are not automatically the same. Microsoft says that the account used to access its Product Activation portal validates secure portal access and is not associated with the product license. In other words, a successful portal sign-in should not be treated as proof that the account itself owns a product entitlement. A product therefore needs an explicit model for permissions and relationships: which administrators can view or export keys, which customer or organization holds the entitlement, and how a user or device is allowed to activate it. Those rules may be enforced through API credentials, a portal’s access controls, or both. The important design choice is not to conflate authentication—who may enter a system—with authorization or entitlement—what they may manage or use.
How should activation work for connected and disconnected deployments?
Connected activation can contact a hosted licensing service directly. Tableau documents a connected path that communicates with hosted licensing services, as well as a disconnected path in which an administrator obtains the current offline activation ID through the customer portal. Microsoft also says offline activation remains supported in its updated Product Activation portal. These vendor examples show why a single online API call may not cover customers operating in isolated or restricted environments. Offline support is more than a flag in a license record. It can require an administrator-facing process to request or retrieve an activation value, transfer it to the disconnected system, and handle changes or failures without live service communication. A product aimed only at always-connected deployments may reasonably omit that path, but it should make the deployment assumption clear.

They can be separate, or closely coupled. Microsoft explicitly describes volume activation as a tool for systems covered by a volume-licensing program and says it is not tied to license invoicing or billing. That is a model in which activation validates use while commercial accounting is handled elsewhere. Microsoft Learn: Volume activation and billing
WooCommerce Kestrel API Manager documents a different arrangement: API resource keys can be created for purchases, and activation slots are managed under the parent order. Its documentation also points to recurring-billing integrations. Here, order and subscription events can be part of the key-management workflow. The choice affects more than implementation. If billing and activation are independent, users need to know which system resolves purchase or entitlement questions. If they are coupled, the product needs clear behavior for order changes, recurring payments, and activation slots. The cited vendor documentation establishes these two examples, not a universal best practice.
What happens when activation fails or a customer needs an exception?
Licensing operations include cases that a successful API response cannot resolve on its own. Microsoft directs users with activation issues to support. For a Multiple Activation Key (MAK) activation-limit increase, it requires product and deployment information and handles the increase by exception. If an action requires manual review, the interface should make clear what information to provide and who can approve it rather than implying that every case is self-service.

What belongs around the API in a complete licensing product?
Use the deployment and commercial model to decide what supporting experience is necessary. The cited systems point to several practical questions:
- Administration: Who can find, view, export, or manage keys and entitlements?
- Identity: Is portal access distinct from the account or organization that holds the entitlement?
- Connectivity: Does activation require access to a hosted service, or is there a supported offline process?
- Activation model: Are licenses activated per device or managed centrally, and what limits or exceptions apply?
- Commercial relationship: Is activation independent of billing, or tied to an order or recurring subscription?
- Recovery: What information should a customer provide when an activation fails, and where is support available?
These are design dimensions, not requirements that every product must implement. A service for always-connected deployments with a separate billing platform may need a different set of screens and procedures from a product sold through an order-linked store or installed in disconnected environments. The API is the core integration surface; whether the surrounding experience is a portal, an administrator console, a support process, or a separate commerce system depends on the product’s actual users and operating conditions.
