Cisco’s September 19, 2024 Routed Optical Networking Version 3.0 update added management and automation features for operators running optical networks. The reported additions include automated configuration and provisioning support, an integrated network dashboard, and optical site management for Cisco NCS 1010 systems. It is enterprise network software—not a consumer product release—and the announcement does not establish independent performance gains.
What Cisco added in Routed Optical Networking 3.0
Network World’s September 19, 2024 report describes Version 3.0 as a software update intended to simplify work across the IP and optical layers. The announced features address configuration, service provisioning, network visibility, and site-level operations:
- Automation Starter Solution: support for configuration and provisioning work.
- Management dashboard: an integrated network view with topology discovery, service provisioning, and performance monitoring.
- Optical Site Manager: site-level management for Cisco NCS 1010 coherent DWDM networks.
- Optical equipment support: reported support for QDD-based pluggable optical line system routers and 100G-ZR and 400G-ZR coherent transceivers.
These are features reported for the 2024 announcement, not a guarantee of compatibility with a particular installed network. Confirm supported devices, optics, software versions, and availability in the release material for the deployment being considered.
What optical network software does in this architecture
An optical network controller manages information and operations within the optical domain, rather than requiring every higher-level system or operator to work directly with each optical device. Cisco’s Optical Network Controller 25.1.x release notes, dated April 28, 2025, describe a controller that collects optical data and presents an abstracted view to higher-layer controllers. They also describe topology monitoring, optical circuit setup and teardown, and path computation.
#1 Best Overall
- SWITCH PORTS: 5 -Port 10/100/1000
- SIMPLE: Plug-and-play without a need for IT know-how or support.
- FLEXIBLE: Extensive portfolio provides ultimate flexibility from 5 to 24 ports and PoE combinations
- PERFORMANCE: Gigabit Ethernet and integrated quality-of-service (QoS) intelligence optimize delay-sensitive services and improve overall network performance.
- INNOVATIVE DESIGN: Elegant and compact design, ideal for installation outside of wiring closet such as retail stores, open plan offices, and classrooms
That controller documentation is later and version-specific; its feature list should not be read as an exact description of the September 2024 Version 3.0 announcement. The 25.1.x notes list Geo Redundant deployment, support for Cisco Optical Site Manager nodes containing NCS1001 devices, GMPLS circuit discovery and provisioning, alarm functions, and device or line-card support. For that documented release, the notes specify VMware vSphere 7.0 as a virtualized deployment prerequisite. Operators should consult the applicable release notes for actual deployment requirements and compatibility.
How the update relates to IP and optical convergence
Routed Optical Networking is Cisco’s approach to bringing IP routing and optical transport operations closer together. Cisco says the architecture can optimize the layers, use open data models and standard APIs, and make automation easier than in legacy networks. That is Cisco’s architectural claim, quoted by Network World—not an independently verified comparison of efficiency, cost, energy use, or deployment results.

The practical question for an operator is whether a shared view and automation across layers fits the network’s existing equipment and operating model. Relevant evaluation points include:
- Which IP routers, optical systems, devices, and transceiver generations are supported by the specific software release.
- Whether topology visibility and alarm handling cover the equipment and domains the operations team needs to see.
- How much configuration and service provisioning can be automated, and which tasks still require device-specific workflows.
- How the controller integrates with higher-layer systems and existing operational processes.
- What deployment model and infrastructure prerequisites apply to the chosen release.
What multi-vendor support means for existing networks
Many operators need to manage networks that include equipment from more than one supplier. Cisco’s historical material about its Sedona Systems acquisition says Sedona’s NetFusion capabilities were added to Crosswork to provide multi-vendor, cross-domain visibility and control across optical and IP networks. This gives context for Cisco’s multi-vendor positioning, but it does not establish that every device or function in an existing network is supported by Routed Optical Networking 3.0.

Cisco’s acquisition FAQ has also cited a figure of approximately 95% for third-party optics in optical networks. That is a Cisco claim on a historical FAQ page, not a current independent market statistic, so it should not be used as a present-day measure of market composition.
What the customer figures do—and do not—show
In the 2024 report, Cisco said Routed Optical Networking had been deployed by more than 200 customers in 400G metro and data-center interconnect applications. In a March 12, 2026 executive blog, Cisco later described the portfolio as serving over 450 customers, including all hyperscalers. These are dated Cisco-reported figures with different scopes; they are not an independently verified, like-for-like adoption series.

How the 2024 software update fits Cisco’s later portfolio
Cisco’s March 2026 blog places Routed Optical Networking within a broader optical portfolio for AI and cloud traffic. It names optical line systems, transponders, coherent pluggable optics, the Open Transport 3000 Series, NCS 1014, a QSFP-DD protection switch module, and a Bright QSFP28 100ZR pluggable, with use cases spanning access, edge, metro, long-haul, subsea, data-center interconnect, and WAN networks. This later portfolio context does not mean those products were part of the 2024 Version 3.0 announcement.
The same Cisco blog states that the NCS 1014 multi-haul system provides 12.8T capacity in a 1RU line card. That is a Cisco product specification claim from March 2026, not an independently tested result, and it is separate from the 2024 software update.

Should an operator consider it?
The update is relevant to network teams evaluating how to manage optical topology, provision services, and automate work across IP and optical infrastructure. Its practical fit depends on the exact hardware, transceivers, controller integrations, software release, and deployment prerequisites in the operator’s environment. Cisco’s stated benefits and customer reach provide vendor context, but the cited sources do not independently demonstrate better efficiency or lower cost than alternatives.
