The change followed the pause of Stargate UK days earlier, but the Norway site did not simply disappear: Microsoft and Nscale later announced a separate capacity arrangement, and Aker said Microsoft’s contract replaced OpenAI’s letter of intent. Whether OpenAI will use compute from the Narvik facility through Microsoft remains unconfirmed.
What happened to Stargate Norway?
Network World reported that OpenAI pulled out of two European Stargate data-center deals within a week: first the UK project, then the Norway arrangement. The Norway plan had been announced by OpenAI in July 2025 with Nscale and Aker as partners. OpenAI said the proposed facility would target 100,000 NVIDIA GPUs by the end of 2026; that was a future target, not a count of GPUs delivered or operating. OpenAI’s 2025 announcement describes the planned project.
The later Narvik development was a change in the named customer and contracting arrangement, not evidence that the original OpenAI plan was completed. On April 15, 2026, Data Center Dynamics reported that Microsoft and Nscale announced an additional 30,000 NVIDIA Rubin GPUs for a 230 MW data center near Narvik. Aker’s Q1 2026 investor presentation described a Microsoft contract covering more than 30,000 GPUs as replacing OpenAI’s letter of intent. The UK’s reported regulatory and energy-cost concerns should not be treated as the reason for the Norway change: the available reporting does not establish that connection.

Will OpenAI still use the Narvik data center?
Possibly, but it is not confirmed. Network World, citing a source familiar with negotiations, reported that Microsoft would rent the facility and provide compute to OpenAI under an unspecified agreement. That points to a possible indirect route for OpenAI to access capacity, rather than the direct letter of intent Aker says Microsoft replaced. The available reporting does not establish the terms, whether OpenAI is an offtaker, or whether it has actually used the site’s compute.

No. The reported changes concern two European projects; they do not establish that Stargate as a broader infrastructure platform has ended. OpenAI has described Stargate as an overarching AI infrastructure effort and separately announced plans with Oracle for 4.5 gigawatts of additional U.S. data-center capacity in 2025. That U.S. figure is a separate announcement, not a measure of the UK or Norway projects. OpenAI’s Stargate announcement provides that broader context.
