The National Quantum Mission (NQM) sets ambitious computer and communication targets, while the Amaravati Quantum Valley initiative adds cloud access, institutional facilities and industry partnerships. The achievements reported so far include research hubs, communications demonstrations and startup developments, but they do not establish a broadly useful quantum-computing advantage over classical machines.
What is India’s first big step?
The central step is the National Quantum Mission, approved by the Union Cabinet in 2023 with an allocation of ₹6,003.65 crore for 2023–24 through 2030–31. Its purpose is to support research and development and build the institutions, skills and industry needed for quantum technologies. The government describes intermediate-scale quantum computers as one mission goal, alongside work in communications, sensing, metrology, materials and devices. That makes “first big step” a description of investment and capacity-building. It does not mean India has already achieved quantum supremacy. The official announcements discussed here describe a programme, facilities, services and selected milestones; they do not report an independently benchmarked result showing a broadly useful quantum computer outperforming classical machines.
What does the National Quantum Mission aim to build?
The NQM’s computer target is an intermediate-scale machine with 50–1,000 physical qubits within eight years of the mission’s approval. The target identifies superconducting and photonic platforms. It is a goal, not a verified specification for a current Indian machine. Physical qubit count alone also does not establish computational advantage: readers need to know what the machine can do, how reliably it does it, and how its performance compares with classical systems.

The mission also sets communications deliverables: satellite-based secure communication over 2,000 km within India, inter-city quantum key distribution (QKD) over 2,000 km, long-distance links with other countries, and multi-node quantum networks with quantum memories. Beyond computing and communications, the NQM includes quantum sensing and metrology, and quantum materials and devices. Planned areas include highly sensitive atomic magnetometers, atomic clocks, single-photon sources and detectors, entangled-photon sources, and materials for quantum devices.

What progress has India reported?
A February 2026 parliamentary answer reported that the four thematic hubs were established in 2024–25. The hubs give the programme a structure for coordinating research across its main areas:

A separate News On AIR report dated September 30, 2026, said Science and Technology Minister Jitendra Singh reported that India had crossed 1,000 km in quantum-secure communication, more than half of the mission’s 2,000 km target. The report also described an ecosystem of 43 institutions, 14 technical groups, 17 project teams and more than 150 researchers. What is Amaravati Quantum Valley adding?
At a foundation ceremony in Amaravati on February 8, 2026, the Press Information Bureau reported a group of government, academic and industry initiatives intended to expand access and collaboration. Announced initiatives included:

- IBM and TCS Quantum Cloud Services;
- an IBM–TCS Quantum Innovation Centre;
- a Quantum Talent Hub and an SRM University Quantum Reference Facility;
- a quantum-safe applications initiative; and
- memorandums of understanding with nine industry partners.
The PIB account presented the effort as a collaboration aligned with the NQM. A cloud-service launch can broaden access to quantum-computing resources, while talent programmes and facilities can help build skills and research capacity. The announcement does not establish that the services use sovereign Indian-built hardware, or that any participating system has achieved quantum supremacy. The official material cited here does not establish that it has. “Quantum supremacy” is a claim about a quantum computer completing a defined computation that is infeasible for classical computers under a meaningful comparison. It is not established merely by announcing a mission, counting physical qubits, launching cloud services, or demonstrating secure communication over a long distance.

Those milestones matter, but they answer different questions. QKD and secure links concern communication; atomic clocks, magnetometers and microscopes concern sensing or measurement; processor size describes hardware scale. A convincing supremacy claim would require details of the computation, system performance and an appropriate classical comparison. The announcements covered here do not provide that evidence.
How ambitious is India’s longer-term goal?
NITI Aayog’s 2025 quantum-powered economy roadmap says India aspires to become one of the top three quantum economies by 2035. That is a national ambition, not a measured current ranking. In the roadmap’s foreword, NITI Aayog CEO B.V.R. Subrahmanyam describes the National Quantum Mission as “an important first step” that has laid a foundation for a larger leap amid global competition. Whether India reaches that goal will depend on more than a single qubit count or headline announcement. Useful comparisons with other countries would need consistent evidence on funding and programme duration, verified physical and logical qubit capabilities, independent benchmarks against classical computers, demonstrated applications, and the depth of research, industry and talent infrastructure. Communication and sensing results belong in their own categories rather than being folded into a single “supremacy” score.
