Hiding the command is not a complete ban: Windows can still allow or require a change when a password expires or an administrator requires one.
Choose the control that matches the account and goal
First identify whether the sign-in is a local Windows account, an Active Directory domain account, or a consumer Microsoft account. The controls are not interchangeable.

Hide the Change Password command in Ctrl+Alt+Delete
Use this when the goal is to remove the on-demand button, rather than to guarantee that the user can never change a password. Microsoft describes the user-scoped DisableChangePassword policy as preventing users from changing their Windows password on demand.
Configure it with Local Group Policy
- Sign in with an account that can configure policy for the user you want to target.
- Open Local Group Policy Editor by searching for Edit group policy from Start, or run
gpedit.msc. - Go to User Configuration > Administrative Templates > System > Ctrl+Alt+Del Options.
- Open Remove Change Password, select Enabled, then select Apply and OK.
- Check the Ctrl+Alt+Delete security screen for the targeted user. The Change Password button should no longer appear.
The policy is user-scoped: configure and apply it for the intended user, not merely as a device-wide setting. Microsoft lists Windows 11 version 21H2 and later as applicable, and lists Pro, Enterprise, Education, and IoT Enterprise editions for the Policy CSP. If Local Group Policy Editor is unavailable on the edition you use, do not assume this editor-based procedure applies.

Deploy it through MDM
For MDM administration, Microsoft documents the user policy URI ./User/Vendor/MSFT/Policy/Config/ADMX_CtrlAltDel/DisableChangePassword. This is an ADMX-backed policy that uses a string SyncML payload (Format: chr); follow Microsoft’s ADMX-backed policy and SyncML requirements rather than treating the URI as a registry command.
Understand what the policy does not block
Removing the button does not prevent every password change. A user may still be able to change a password when Windows prompts—for example, because the password is expiring or an administrator requires a change. Use this policy to remove the self-service entry point, not to impose an absolute prohibition.

Restrict an Active Directory user from changing a password
For an Active Directory account, use the account option User cannot change password. Microsoft describes this setting as preventing that account from changing its password. It is intended for cases where an administrator wants to retain control over the password, such as Guest or temporary accounts.
- Open Active Directory Users and Computers.
- For a new account, select the option during account creation. For an existing account, open the user’s properties.
- In the account settings, select User cannot change password, then apply the change.
Do not try to implement this restriction by setting a UserAccountControl bit directly. Microsoft says the ADS_UF_PASSWD_CANT_CHANGE permission cannot be assigned by directly modifying that attribute. See Microsoft’s UserAccountControl documentation for that limitation.

What to know about local and Microsoft accounts
Local Windows accounts
Local users are managed on the computer through Local Users and Groups, NET.EXE USER, or Microsoft.PowerShell.LocalAccounts cmdlets. Local Users and Groups manages accounts on the local computer; Microsoft notes that it cannot manage accounts on a domain controller itself. Microsoft’s local-account documentation identifies these management tools, but does not establish one current click-by-click procedure for every Windows 11 edition and local-account configuration. Check which tools are available on the specific edition before following edition-specific steps.
Consumer Microsoft accounts
The Active Directory account option is not a universal control for consumer Microsoft accounts. The reviewed Microsoft documentation also does not establish that local-account tools govern a Microsoft account’s password. Identify the sign-in type before applying an account restriction.

Troubleshoot a setting that appears not to work
- The button is still visible: Confirm that the user policy is enabled and applied to the intended user. The documented CSP setting is user-scoped.
- A user can still change an expiring password: That is consistent with the policy’s documented behavior; it removes the on-demand command but does not block prompted changes.
- A password-related policy seems unrelated: Password policy is a separate Group Policy area from the policy that removes the Ctrl+Alt+Delete command. See Microsoft’s Group Policy settings used in Windows authentication.
- The restriction behaves differently across accounts: Verify whether each sign-in is local, domain-based, or Microsoft-account-backed, and confirm which system or administrator manages it. These identity types do not share one universal control.
