The UK government designated the country’s data infrastructure as Critical National Infrastructure (CNI) on 12 September 2024. The designation brings physical data centres and cloud infrastructure into existing cross-government coordination structures; it is not, by itself, a certification, a guarantee against outages, or a set of identical legal duties for every operator. A separate regulatory framework described in a June 2026 factsheet would impose duties on qualifying data centres if implemented through legislation and secondary rules.

What does CNI status mean for UK data centres?

The government’s 12 September 2024 announcement designated UK data infrastructure as CNI. In a written statement to Parliament, Baroness Jones of Whitchurch defined it as “the physical data centres and cloud infrastructure which provide the foundations of the digital economy.” The statement placed data infrastructure within existing cross-government CNI structures as a sub-sector of Communications, with the Department for Science, Innovation and Technology (DSIT) working across government and with the Energy and Water sectors. The government announcement and the parliamentary statement set out the designation.

In practical terms, CNI status is an institutional recognition of the sector’s importance and a basis for closer government visibility, engagement and coordination. The government said the arrangements would support closer monitoring and anticipation of threats, prioritized access to security agencies including the National Cyber Security Centre, and coordination with emergency services during an incident. These are intended support and coordination measures—not a promise that the government will prevent a cyberattack, restore power or keep every service running.

Why the government says the infrastructure matters

Data centres and cloud infrastructure support public services and business activity, and disruptions can have knock-on effects beyond a single facility. DSIT’s 2026 factsheet says 28% of UK businesses and 62% of large businesses rely on data-centre services. It also reports that data-enabled activity accounted for 6.9% of UK GDP in 2022 and 76% of UK service exports. These figures describe the wider economic importance of digital infrastructure; they do not measure the impact of any individual outage. DSIT’s data-centres factsheet provides the figures.

The risks are not limited to cybercrime. The parliamentary statement identifies cyber and physical attacks, as well as flooding, heatwaves and other extreme weather that can disrupt operations. A facility also depends on systems and services outside its walls: electricity, water, communications links, building controls and suppliers. Disruption to one of those dependencies can threaten continuity even when the data-centre operator’s own network is secure.

Is CNI designation the same as new cyber-security regulation?

No. The 2024 designation is a status within government’s coordination arrangements. A separate proposal described in DSIT’s June 2026 Cyber Security and Resilience Bill factsheet would bring qualifying data centres into the regulatory framework under amended Network and Information Systems (NIS) Regulations. The factsheet says data infrastructure would be classified as a relevant sector and data centres as an essential service, with Ofcom as the operational regulator. It describes implementation following Royal Assent through secondary legislation. Treat the duties below as proposed framework measures unless legislation and commencement rules establish that they are in force.

Under the proposed framework, covered operators would have risk-management measures, information obligations and requirements to report significant incidents. The factsheet notes that some information requirements and incident-reporting criteria may be developed through consultation. CNI status alone does not establish that a facility meets the proposed threshold or is subject to every proposed duty.

Which data centres would fall under the proposed rules?

The June 2026 factsheet uses rated IT load as the main threshold. It describes the following proposed scope:

  • Enterprise data centres: at least 10 MW of rated IT load when operated solely for their owner’s IT needs.

These are thresholds in the proposed framework, not a definition of which facilities received CNI designation in 2024. The factsheet describes a broad data-infrastructure designation but a narrower, threshold-based regulatory scope. How requirements apply in practice depends on the legislation and secondary rules.

How big is the UK sector, and what are its expansion pressures?

The House of Commons Library estimated UK data-centre capacity at approximately 1.6 GW in 2024. It also summarized preliminary government analysis suggesting capacity could reach 3.3–6.3 GW by 2030, depending on policy interventions. That range is conditional, not a guaranteed forecast. The Commons Library’s 2026 briefing discusses capacity alongside planning, electricity, sustainability, water and resilience.

More capacity can support growing digital services, including AI workloads, but expansion involves choices about where facilities are built and whether electricity, grid connections, cooling and water are available. Planning routes differ across the UK; some planning changes discussed in the Commons Library briefing apply to England only. The briefing’s sector-level concerns do not show that any particular project is unsustainable, and its capacity estimates are not a like-for-like assessment of individual operators or sites.

For communities and decision-makers assessing a specific proposal, the useful questions are practical: what capacity is planned, how will the site secure power and water, what cooling approach will it use, how will it manage physical and climate hazards, and what local benefits are documented for that project? The national designation makes coordination more salient, but it does not answer those site-specific questions.
