There is no verified winner. The available documentation describes how ChatGPT, Claude, and NotebookLM handle uploaded documents, but it does not report an accuracy test using the same 100-page PDF. Those limits can help you choose a workflow; they cannot show which tool understood a particular file best.
What can we conclude about who understood the PDF?
Nothing conclusive about a head-to-head result. To say one service understood the PDF better, a test would need to identify the exact file, prompts, plans and model versions, test date, scoring method, and answers checked against the document. No such results are established here.
That distinction matters because accepting a PDF—or claiming to process a certain amount of it—is not the same as retrieving the right passage, interpreting a chart, preserving a qualification, or admitting when the document does not contain an answer. A fluent response or a citation is not proof of correctness.
What the published PDF limits do—and do not—tell you
The figures below describe documented capabilities, not comparative accuracy. The products also refer to different surfaces: Claude consumer chat versus its API, and ChatGPT Enterprise versus other ChatGPT plans.

OpenAI’s general File Uploads FAQ describes ChatGPT document-upload workflows and limits. For a fair comparison, check the documentation for the specific plan being tested rather than treating Enterprise capabilities as universal.
Why the plan, model, and PDF content matter
Plans can change the available workflow
A result applies to the plan and product surface actually used. Google’s NotebookLM plan documentation lists different notebook and source limits, as well as daily query quotas, by tier. Name the tier in any test report rather than implying one plan’s experience represents all users. Google: Learn about NotebookLM Pro features.

Visual content requires a separate check
A 100-page PDF can be mostly searchable text, or it can depend on charts, images, tables, and page layout. Those are different tests. Anthropic specifically documents visual-element analysis for consumer Claude PDFs at or below 100 pages; OpenAI documents text and visual interpretation for ChatGPT Enterprise PDFs included in prompts. Those statements do not, by themselves, show how either system—or NotebookLM—will interpret a specific figure in your file.
Model and settings make a result time-bound
A meaningful comparison names the model or version, relevant settings, and test date for each service. Without them, readers cannot tell whether the result applies to their current product or whether two systems were tested under comparable conditions.

How to run a fair 100-page PDF comparison
- Record the setup. Use the same PDF and record its page count, file size, and whether it contains scanned pages, charts, or other visual-only information. Name each service’s plan, model or version, settings, and the date of the test.
- Check that each service accepted the file. Record any upload error, processing warning, or change needed to make the file work. Do not silently substitute a different file or a different product surface.
- Prepare an answer key before prompting. Write down verifiable answers and their locations in the PDF. Include exact details, relationships across pages, and qualifications that are easy to drop.
- Ask equivalent questions. Use identical prompts where the interfaces allow it. Test exact facts, cross-page relationships, and tables or charts only if the PDF contains them. Include a question whose answer is not in the document.
- Check every answer against the file. Verify the quoted detail and page or source reference directly. A citation helps you inspect an answer; it does not certify that the answer is right.
- Report failures as well as successes. Note missed details, unsupported claims, incorrect citations, and whether the system acknowledged that an answer was absent. Score against the prewritten key rather than judging which response sounds most confident.
How to choose a tool without a test-proven winner
- Choose based on your workflow, not an unsupported ranking. If you need a documented capability boundary, compare the official limits for the exact plan and product surface you can access.
- For visual-heavy PDFs, verify the relevant capability and test the actual file. A published statement about visual processing is not a guarantee that a particular chart or layout will be interpreted correctly.
- For source-grounded answers, inspect the source references. Follow them back to the PDF and check whether they support the full claim, including its scope and qualifications.
- For consequential decisions, treat the PDF as the authority. Confirm important figures, dates, and conclusions in the document rather than relying on any tool’s answer alone.
