Not in the sense of a verified, one-time Google removal campaign. The “nearly half” figure describes a third-party estimate of Google Play’s total app catalog: Appfigures estimated about 3.4 million apps at the start of 2024 and around 1.8 million in April 2025, a decline of roughly 47%, as reported by TechCrunch. That is a comparison of catalog snapshots—not a Google-published count of apps it removed.
What does the nearly 47% figure measure?
Appfigures estimated the size of Google Play’s worldwide catalog at two points: about 3.4 million apps at the start of 2024 and around 1.8 million in April 2025. The percentage is the estimated change between those snapshots. It does not show that Google identified and deleted 1.6 million apps in one operation, or establish that Google itself removed every app no longer counted.
The distinction matters because a store’s catalog can shrink for more than one reason. Apps may disappear from listings, and the way a catalog is measured can affect the count. The available reporting does not reconcile the difference into removals by Google, developers unpublishing apps, account changes, or measurement effects. TechCrunch also reported that Appfigures saw the decline begin before the cleanup period Google discussed in 2024, without identifying the cause of that earlier movement.
How is a catalog decline different from Google’s enforcement figures?
Google’s safety reports measure enforcement activity, but their figures are not a tally of apps removed from the existing catalog. Google’s 2024 Play and Android safety report said: “As a result, we prevented 2.36 million policy-violating apps from being published on Google Play and banned more than 158,000 bad developer accounts that attempted to publish harmful apps.” The apps in that figure were prevented from being published; the account figure counts banned developer accounts.

For 2025, Google said it prevented over 1.75 million policy-violating apps from being published and banned more than 80,000 developer accounts that attempted to publish harmful apps. These later, year-specific enforcement numbers offer context about screening and account bans, but they do not explain the catalog change measured from the start of 2024 to April 2025.

Why did the number of apps on Google Play fall so sharply?
The cited reporting does not provide a complete explanation. It establishes that the estimated catalog count fell and that the decline was already underway before the cleanup period discussed in 2024; it does not say how much of the change came from Google removing listed apps, developers unpublishing them, account changes, or measurement differences. Treating the entire decline as Google’s direct removals would go beyond what these sources establish.

What about Google Play’s 2026 developer-registration policy?
A separate Android Developers notice posted in June 2026 said 99% of Play apps had been registered automatically. It asked developers to register the remaining apps by September 30, 2026 to avoid global removal from Google Play. This is a later developer-verification policy with its own deadline and scope. It should not be used to explain the catalog decline reported for 2024–2025.
