That can let them receive your calls and text messages, including some account verification codes. Set a strong carrier-account PIN or password, use non-SMS sign-in methods where available, and contact your carrier immediately if your service suddenly stops working or you receive an unexpected SIM-change notice.
What SIM swapping is—and what it is not
In a SIM swap, an attacker gets a wireless carrier to transfer your phone service from your SIM or device to one the attacker controls. The attacker may impersonate you, use personal information exposed elsewhere, or manipulate the carrier’s processes. A related port-out scam moves your number to a different wireless provider. In either case, the attacker may receive calls and SMS messages intended for you.
This is a takeover of your number and carrier service; the attacker does not need to possess your phone. Control of your number can give a scammer a way to request password resets or receive text-message verification codes for accounts that rely on them. It does not automatically give the attacker access to every account, but it can make those accounts easier to target. The FTC explains how phone-number takeovers can expose accounts, and the FCC order addresses SIM-swap and port-out fraud.
Why a stolen number puts other accounts at risk
Some services use a phone number to send a sign-in code or help reset a password. If a scammer receives your calls or texts, they can try to use those recovery and verification paths to access email, financial, social, or other accounts. Email deserves particular attention because access to it may help an attacker reset passwords elsewhere.

Text-message verification is not the only way to secure an account. Where a service supports them, an authenticator app or a security key reduces reliance on control of your phone number. The FBI recommends considering stronger authentication options; the FTC specifically says, “If you’re concerned about SIM card swapping, use an authentication app or a security key.” These methods do not stop someone from attempting other account-recovery routes, so keep recovery details secure too.
How to protect your number and accounts
Secure the carrier account
Create or update the PIN or password used to access your wireless account. Choose a hard-to-guess credential that you do not reuse elsewhere. Ask your provider whether it offers separate SIM-change protection, a port-out lock, or alerts for SIM changes and number transfers. Names, availability, and account settings vary by provider, so check the provider’s current app or website rather than assuming a particular control exists.

- TEST THE CARD: Test the card is working at your local supermarket. At the self-service checkout machines, combine the card and a contactless card on the payment reader. Payment with the contactless card will be blocked and an error message should occur on the reader.
A phone’s screen-lock PIN and the PIN for the physical SIM card are not the same as a security credential for your carrier account. Use the provider’s account-security settings and ask how it authenticates requests to change or transfer your number.
Use authentication that does not depend on SMS
For email, financial, and other sensitive accounts, use an authenticator app or a security key when the service supports it. A security key is an optional sign-in tool for compatible accounts—not a device that prevents a carrier from transferring your number. Check each account’s compatibility and recovery options, and keep any backup codes in a secure place.

Limit information that can help an impersonator
Avoid posting your full name, address, or phone number publicly when it is not necessary. Personal details can help criminals impersonate customers or answer account-verification questions. Be cautious about unsolicited messages asking for account information; contact a company through contact details you independently know to be official.
Pay attention to carrier notices
Read alerts about SIM changes or number transfers. If you did not request a change, contact your carrier immediately using its known app, website, or phone number. Do not follow a link in a suspicious message to investigate it.

In a November 15, 2023 announcement, the FCC said its rules require wireless providers to use secure authentication before redirecting a customer’s number and to notify customers immediately when a SIM-change or port-out request is made. These are federal baseline safeguards, not a guarantee that every takeover will be prevented or that every provider offers identical controls.

- Your phone suddenly cannot make calls or send texts, or loses service unexpectedly.
- You receive an alert that your number was activated on another device or is being transferred, and you did not request it.
- You see unexpected password-reset messages or account changes after losing service.
A service outage can have routine causes. Sudden loss of service becomes more concerning when paired with an unrequested SIM-change or port-out notice. If either suggests that someone else may have control of your number, treat it as urgent.

What to do if you suspect your number was taken over
- Contact your carrier immediately. Use a known official number, app, or website. Say you suspect SIM-swap or port-out fraud and ask the provider to stop or reverse the change and restore your number.
- Secure your accounts after you regain the number. Change passwords for email and other accounts that use your number for recovery. Replace SMS verification with an authenticator app or security key where supported.
- Check important accounts for unauthorized activity. Review email, bank, payment, social, and other key accounts for unfamiliar sign-ins, password resets, transactions, or changed contact details. Report suspicious activity to the relevant institution.
- Get identity-theft help if personal information may have been misused. Follow the FTC’s guidance at IdentityTheft.gov. You can also report suspected criminal activity to law enforcement and the appropriate reporting service.
The FTC’s consumer guidance advises contacting the wireless provider immediately, changing passwords once the number is recovered, and checking financial accounts.
How common is SIM swapping?
The FBI Internet Crime Complaint Center reported 320 SIM-swapping complaints and approximately $12 million in adjusted losses for complaints received from January 2018 through December 2020. Those figures describe that historical reporting window; they are not an estimate of current prevalence. The IC3 public service announcement provides the dated figures.
