Sergey Shinder’s account shows how an apparently isolated check can make a shared, non-production environment part of every engineer’s merge path.
Why did the development cluster block merges?
In a first-person DEV Community post, Sergey Shinder describes a planned upgrade to a shared development cluster that began at 9 a.m. on a Tuesday. At 9:20 a.m., he says, nobody in the company could merge a pull request. The interruption lasted until 1:30 p.m. The upgrade had been announced twice and was not intended to affect production.
The dependency was in a test-library helper called validToken. Rather than create credentials locally, it made a client-credentials request to the development identity provider to obtain a JWT accepted by the services under test. Shinder says the call took about 60 milliseconds and the token was cached for the run. Since it was usually quick and successful, the external dependency had gone unnoticed.
The helper was used directly by 23 test classes, according to Shinder, and inherited by another 18 through a base class. The tests ran in a job named unit, which was the required status check for repositories that depended on the library. When the cluster upgrade made the identity provider unavailable, that check could not pass, so pull requests could not merge.

Shinder also associated the same dependency with sporadic failures around 2 a.m. over the preceding year, when the development cluster redeployed. The immediate outage was therefore not the only symptom: a required test job had been intermittently exposed to the availability of a shared environment.
How an apparently local check becomes an organizational dependency
A test’s name does not establish what it needs to run. A job labeled “unit” may still depend on a network service, credentials, a public endpoint, or other infrastructure. If that job is a required status check, its dependencies become dependencies of the merge process—even when those services are outside production and outside the code being changed.

Shinder captures the consequence in one sentence: “A required check is a dependency for every engineer in the building.” In this incident, the development identity provider did not merely support a development environment; through the required check, it became a gate on merging across affected repositories.
The key distinction is between a check’s purpose and its placement in the workflow. A test that needs a live service may be useful, but it is not isolated or deterministic in the same way as a test that uses local inputs and controlled dependencies. Making the live-dependent check merge-blocking also means that service availability and maintenance windows can affect delivery.

How the team found hidden network calls
Shinder says the team added an outbound connection guard to the test harness and ran the full suite. The guard exposed 41 tests that reached the network. Those connections involved five hosts or host categories:
- The development identity provider.
- An internal feature-flag service.
- An artefact store.
- A partner endpoint.
- A public service used to check whether a timezone database was current.
The identity-provider call explains the merge outage, while the other findings show why inspecting only the obvious helper would have missed the broader issue. Network access can hide in shared fixtures, base classes, library helpers, or convenience checks. The outbound guard was the method Shinder reports using; it is a practical way to reveal attempted connections in a test run, not a guarantee that every possible external dependency has been found.

What changed after the incident
The team changed test-token creation to local signing. Under a test profile, services trusted a keypair, so tests could obtain an acceptable token without calling the development identity provider. This removed the remote token request from that test path.
They also enabled the outbound connection guard by default. Unexpected socket access would fail the test and report the host and calling frame, making accidental network dependencies visible when they were introduced rather than during a cluster outage.
Checks that genuinely needed a live dependency were moved to a nightly job. That job reported results but did not block merges. The change separated two different needs: fast, controlled checks that gate routine merging, and live-dependency checks whose results are useful but depend on external availability.
What teams can take from the incident
- Inventory build dependencies as well as runtime dependencies. Shinder’s team had documented what its services needed to run, but not what the build needed to pass. A build dependency inventory should include network services, test credentials, artefact sources, and any external checks.
- Make the required-check boundary explicit. For each merge-blocking job, identify what it contacts and which shared systems must be available. A status check’s name is not a dependency map.
- Keep ordinary tests local where possible. If a test only needs a valid token, local signing with test-only trust can avoid depending on a development identity provider. The appropriate design depends on what the test is meant to verify.
- Separate live verification from merge gates when appropriate. If a check exists specifically to validate a live integration, consider whether it should report asynchronously rather than prevent unrelated changes from merging.
- Fail visibly on unexpected network access. A guard that reports the destination and calling frame can help teams trace hidden calls in fixtures and shared libraries.
Shinder’s times, counts, and remediation are his account of one organization’s incident; the post does not provide independent corroboration or population-level statistics. The general engineering lesson is narrower and actionable: a required test is only as independent as the systems it must reach to pass.
