A language model receives text as a sequence of token IDs—numbers—not as words laid out on a page. A tokenizer decides how the text is divided into pieces and which ID represents each piece. Those boundaries depend on the tokenizer and its encoding, so a token count is not a universal word count.
What is a token?
A token is a unit in the representation of text that a model receives. It may correspond to a whole word, part of a word, punctuation, whitespace, or another sequence of bytes. A visible word can therefore span several tokens, while one token can contain more than a word fragment—for example, it may include whitespace before text.
OpenAI’s tiktoken README describes language models as seeing sequences of numbers called tokens. That is a description of how text is represented at the model interface, not a claim that every model input consists only of ordinary text. Interfaces may also handle special tokens or non-text representations.
How does a tokenizer decide the boundaries?
A tokenizer applies rules that turn input into pieces and map those pieces to IDs. The rules are implementation-specific; there is no single pipeline or segmentation that every tokenizer shares.

Preprocessing can change the input
Hugging Face’s tokenizer documentation describes a pipeline with normalization, pre-tokenization, a tokenization model, and post-processing. Normalization can transform text before it is divided, while pre-tokenization establishes an initial structure for the later model. The documented stages are useful for understanding that implementation, not a universal recipe for all tokenizers.
BPE merges byte sequences into pieces
In byte-pair encoding (BPE), text starts from byte-level material and configured or learned pair merges combine pieces into larger ones. The vocabulary and merge priorities affect which pieces result. Frequent sequences may become a single piece; less frequent words can remain divided into subwords or smaller units.

OpenAI’s tiktoken implementation uses a regular-expression pattern and byte-based mergeable ranks. That is one concrete implementation, not a definition of every tokenizer. Other documented tokenizer model families include WordPiece and Unigram, so it is inaccurate to assume every model uses BPE.
Does each word equal one token?
No. Token boundaries are not the same as word boundaries. A common word might be represented by one token in one encoding and several in another. Punctuation and whitespace can also be part of token pieces. The exact split depends on the tokenizer’s preprocessing, vocabulary, merge rules, and special-token conventions.

As a schematic illustration—not an observed tokenizer output—consider the sentence “A model reads text.” A tokenizer could produce pieces that include whitespace or punctuation, and the word reads could be whole or divided. Without running a named tokenizer and encoding, assigning exact boundaries to that sentence would be a guess.
Why can the same text have different token counts?
Different encodings can use different vocabularies, preprocessing, merge rules, and special-token definitions. Those choices can produce different sequences of pieces for identical text. For that reason, a token count only has meaning when paired with the tokenizer or model encoding used to produce it.

The tiktoken README demonstrates selecting an encoding directly with get_encoding("o200k_base") or selecting one associated with a model using encoding_for_model("gpt-4o"). The project’s public definitions include named vocabularies and special-token mappings. If you need a reproducible count, identify the library/version and encoding or model mapping; repository definitions can change over time.
OpenAI’s README gives a practical approximation of about 4 bytes per token on average. That is not a guaranteed conversion rate, a language-independent rule, or a way to calculate an exact count for a particular passage.

What happens when tokens are decoded back into text?
The tiktoken README describes BPE as reversible and lossless: the full token sequence can reconstruct the original text. But a single token’s bytes do not necessarily form valid UTF-8 on their own. Decoding one token in isolation may therefore be lossy even when decoding the complete sequence preserves the text.
This distinction matters when inspecting token IDs individually. A token’s bytes are not necessarily a complete printable character sequence, so a one-token display should not automatically be treated as a faithful rendering of that token’s underlying data.
Which tokenizer should you use to count text?
Use the encoding associated with the model or service whose limits you are checking, rather than treating a count from an unrelated tokenizer as interchangeable. For an OpenAI model, the tiktoken README’s examples show how to request a named encoding or look up an encoding for a model. For another tokenizer ecosystem, follow that implementation’s documented choice of model and configuration.

- Normalization and pre-tokenization behavior.
- Algorithm or model family, such as BPE, WordPiece, or Unigram.
- Vocabulary and special-token definitions.
- The resulting count for the identical input under each named encoding.
These are meaningful comparison dimensions, but the available documentation does not establish a controlled benchmark across those families or a universal best tokenizer. The right count is the one produced by the tokenizer relevant to your model or task.
