In practical terms, a short, simple clip has a better chance of fitting under 8 MB without an obvious quality drop than several minutes of detailed, fast-moving footage. A 4K, 60-frame-per-second recording lasting five minutes is an especially demanding example: forcing it into 8 MB may require substantial trade-offs. Will compressing a video to 8MB ruin the quality?
Not necessarily, but reaching the number alone does not show that the video remains useful. The amount of visible damage depends on the source, duration, motion and detail, encoding choices, and how the output is viewed.
