New people need time to learn, existing teammates may need to train and support them, and more contributors can mean more coordination around schedules, decisions, and dependencies. Whether those costs outweigh the extra expertise depends on the work—not on a magic team-size threshold.
Why adding people may not make work faster right away
A hire brings the possibility of more productive effort, but the team may first absorb onboarding and learning time. Current employees also spend some of their own time answering questions, explaining systems, and reviewing early work. During that period, the new capacity may be partly offset by the support it takes to make it usable.
A 2011 system-dynamics paper on software project teams models how productivity, communication, and learning curves affect the result. Its key implication is conditional: the effect depends on the actual values of those factors and on resource constraints, rather than following automatically from headcount alone. The paper says, “As a rule of thumb, Brooks’ Law applies only when project resources are limited.” Read Chernoguz’s 2011 analysis of Brooks’ Law.
Coordination can grow along with capacity
More contributors can mean more questions to resolve, dependencies to track, and decisions to align. That work is not limited to passing code between developers. In a 2009 survey answered by 775 Microsoft software engineers, schedules and features were more common objects of coordination than code or interfaces. Respondents also associated more communication and personal contact with smoother interactions across teams. These findings describe software engineers at one company, not every workplace. Does team size itself make performance worse?
No general rule says that bigger teams always perform worse—or better. A 2023 meta-analysis found a corrected population correlation of zero between team size and team task performance (ρ = .00; 95% confidence interval −.03 to .03). The average masks meaningful variation: task complexity and coordination demands affect whether additional members help or hinder. The authors cautioned that simply labeling more members beneficial or harmful is inappropriate without considering how the task and coordination requirements interact. Read the 2023 meta-analysis.

- A complex crisis-mapping task: In a 2016 online experiment involving 47 teams of 1 to 32 people, the largest teams outperformed an equivalent number of independent workers on that task. At the same time, team members exerted less overall effort than independent workers. See the PLOS ONE study record at Microsoft Research.
- Open-source software projects: An analysis of 58 projects, more than 580,000 commits, and over 30,000 developers found a negative relationship between team size and productivity in its data. Growth in co-editing networks was a possible explanation; the finding is specific to the projects and measures studied. Read the study by Scholtes, Mavrodiev, and Schweitzer.
What to check before blaming headcount
“Slow” can mean longer cycle time, fewer completed tasks, delayed responses, quality problems, or decisions that take too long. The studies above do not establish which of those is happening in your organization. Treat the following as practical diagnostic questions, not as a validated intervention checklist:
- Task complexity and specialization: Do new hires bring expertise the work needs, or are several people now tackling overlapping responsibilities?
- Coordination intensity: How often must people synchronize schedules, decisions, dependencies, or interfaces to move work forward?
- Work divisibility: Can parts proceed independently, or does each contribution need tight integration with the rest?
- Onboarding and timing: How long might it take a new person to contribute independently, and which experienced teammates are providing support?
- Where work waits: Is a task blocked by a dependency, unclear ownership, a decision, or a handoff? Identify the waiting point instead of assuming that adding another person will clear it.
- What outcome you mean by “slow”: Choose a relevant measure—such as cycle time, output, quality, response time, or decision time—before comparing periods or changes.
These questions help separate a capacity problem from onboarding or coordination costs. They do not, on their own, prove which factor is responsible in a particular organization.

What Brooks’ Law does—and does not—say
Brooks’ Law is a software-project principle about adding manpower to a late project and potentially making it later. Training new contributors and coordinating their work are part of the explanation. It is useful when discussing constrained software projects, but it is not a universal claim that every hire slows every team. The system-dynamics analysis emphasizes that the outcome depends on the project’s resources, learning conditions, and communication.
