On 28 June 2024, the Autorité de la concurrence published an opinion examining competition in generative artificial intelligence. It followed the authority’s self-referral on 8 February 2024 and a public consultation that gathered views from around 40 industry participants and around 10 associations. Reuters reported on 2 July 2024, citing people with direct knowledge, that France was set to issue Nvidia a statement of objections over alleged anticompetitive practices. That report described an anticipated procedural step, not a public final decision or a proven violation. Reuters’ report.
Why Nvidia matters in the generative-AI competition debate
Generative AI depends on a chain of inputs and services rather than a single product market. The Autorité describes different actors operating at different layers, including specialized processors, cloud computing, data, skilled workers and financing. Access to these inputs can affect costs and entry barriers for companies building or offering AI services. Nvidia is active in selected layers, so the authority’s concerns about its software and cloud relationships sit within this broader market-structure analysis.

GPU access and specialized computing
AI developers and providers need computing capacity suited to training and running models. Specialized processors are one important input, alongside access to cloud infrastructure. The opinion identifies computing components as a potential competition concern, but the material cited here does not provide a current market-share figure or establish that any particular supply decision violated the law.
CUDA and switching costs
CUDA is Nvidia’s software platform for programming and running workloads on its GPUs. Software compatibility can influence which hardware developers choose and how difficult it is to move existing tools and workloads to another platform. In its 28 June 2024 opinion, the Autorité described CUDA as “the only one that is 100% compatible with the GPUs that have become essential for accelerated computing.” That is the authority’s characterization in its sector opinion, not a judicial finding that Nvidia unlawfully restricted competition.

Cloud-provider investment relationships
The Autorité also raised concerns associated with Nvidia’s investments in AI-focused cloud providers, including CoreWeave. Such relationships can matter to competition analysis because they connect a supplier of computing components with companies offering access to AI computing resources. The opinion identifies a potential risk; it does not establish that an investment itself was unlawful or that a particular rival was excluded.
What a statement of objections would mean
A statement of objections is a formal step in a competition investigation: it sets out the authority’s allegations and gives the parties an opportunity to respond. It is not the same as a fine or final infringement decision. Accordingly, the Reuters report should be read as reporting that France was expected to take that step—not as proof that the authority had already established wrongdoing.

Has France fined Nvidia?
The sources available for this article do not establish that France fined Nvidia, issued a final infringement decision, closed the investigation, or later made a public statement of objections. The Autorité’s activity summary published on 8 January 2026 does not name Nvidia in its summary of 2025 decisions, but that omission is not a definitive case-status update. So the careful answer is that the authority identified possible competition risks in 2024, and Reuters reported that formal objections were anticipated. The cited public material does not confirm a later case outcome.
