Not outright. A November 2024 report said an undisclosed rare-bee discovery was among complications facing a contemplated Meta data-center plan, but it did not identify a species, site, or regulator—and does not establish that the bee alone stopped the plan. Separately, the Federal Energy Regulatory Commission (FERC) rejected a request to raise the power load allowed under an interconnection arrangement at Pennsylvania’s Susquehanna nuclear plant. That was not a ban on the AWS campus or on nuclear-powered data centers. Since then, Meta and AWS have each announced separate nuclear-power agreements.
What happened to Meta’s reported nuclear data-center plan?
In November 2024, the Financial Times report reproduced by Ars Technica said Meta was considering a data-center project linked to a nuclear plant and that the proposal faced environmental and regulatory complications. The account, attributed to people familiar with the discussions, mentioned a rare bee found at a site next to a plant.
The report did not identify the bee, the proposed site, or the environmental agency involved. It is therefore not evidence of a publicly documented agency finding about a named species, or of a formal order halting Meta’s project. Nor does it establish that the bee discovery by itself caused Meta to abandon a plan.
What exactly did FERC reject in the AWS case?
The separate dispute concerned the Susquehanna nuclear facility in Pennsylvania, where Talen Energy proposed increasing the co-located load for the adjacent AWS campus. FERC rejected the requested amendment to the interconnection service agreement: it would have raised the allowed load from 300 megawatts (MW) to 480 MW. The Talen statement on the November 2024 order said the existing 300 MW arrangement remained available to support initial campus phases.

That distinction matters: FERC rejected the requested increase, not the entire AWS campus, the existing 300 MW arrangement, or nuclear power for data centers generally. The case was about a particular interconnection amendment and the rules governing large loads connected near a power plant. Talen’s 2024 Form 10-K provides further background on the proceeding.
How have the Meta and AWS power plans changed since 2024?
Meta and Constellation: Clinton plant output starting in 2027
In June 2025, Meta and Constellation announced a 20-year agreement for the output of the Clinton Clean Energy Center in Illinois. The companies said the agreement covers 1,121 MW of emissions-free nuclear energy beginning in 2027. It is a separate deal announced after the 2024 report; it does not show that the previously discussed, undisclosed project went ahead. See Constellation’s announcement and Meta’s announcement.

Meta’s head of global energy, Urvi Parekh, said, “Securing clean, reliable energy is necessary to continue advancing our AI ambitions,” according to Associated Press coverage. Meta also discusses the agreement in its 2025 Sustainability Report.
Talen and AWS: an expanded power-purchase agreement
In June 2025, Talen announced an expanded nuclear-power relationship with AWS through a power purchase agreement. Talen’s announcement filed with the SEC describes supply that could serve the adjacent campus and other Pennsylvania sites. In its subsequent 2025 annual report, Talen says the agreement provides for up to 1,920 MW annually through 2042 and describes an expected transition from co-located supply to front-of-the-meter service. Those are company-reported agreement terms and an expected transition, not evidence here that the full capacity has already been delivered or that the transition is complete. Why do co-located and grid-connected power arrangements face different questions?
A co-located, or behind-the-meter, arrangement puts a large customer such as a data center next to a power plant and connects its load through a facility-specific arrangement. A front-of-the-meter agreement instead involves power delivered through the grid. The physical route affects which interconnection and tariff approvals are needed, how grid reliability is assessed, and how transmission and system costs are allocated among the data center, generator, and other customers.
These arrangements also differ in timing and certainty. Using output from an existing plant may avoid waiting for new generation, but a new large load can still require approvals and may affect the wider grid. Grid-delivered power relies on transmission and applicable market and interconnection arrangements. Separately, environmental review can raise site-specific concerns; the 2024 Meta account did not disclose enough detail to evaluate the bee issue independently.

Is the FERC ruling a permanent ban on data-center co-location?
No. The November 2024 order resolved a specific request at Susquehanna; it did not settle every question about connecting data centers to power plants. FERC later announced broader proceedings on co-location issues involving data centers, reliability, and related rules. The commission’s announcement on those proceedings shows that the policy debate continued beyond the Susquehanna amendment.
