To calculate customer usage for billing, define exactly what counts as billable, record each event against the correct customer and billing period, aggregate it using the contract’s measurement rule, and apply the agreed rate, allowance, or credit terms. There is no universal billable unit or formula: the right calculation depends on the service and signed pricing terms.
Start with the contract’s billing formula
A useful framework is:
Bill = recurring or base charge + usage charge − applicable credits
For straightforward per-unit pricing, usage charge = billable units × unit price. For packages, tiers, thresholds, included allowances, or credit balances, calculate the charge using those specific rules instead. Stripe describes fixed-fee-plus-overage, pay-as-you-go, and credit-burndown approaches, but no single formula fits every contract: Stripe’s overview of usage-based billing.
Check the signed price schedule for the details that can change the result, including eligible usage, rounding, minimum charges, taxes, and proration. Those terms vary by provider, product, and contract.

Choose a clear billable unit
Define the customer-facing activity that triggers a charge and the unit used to measure it. Depending on the service, units might be requests, data volume, compute time, instances, or distinct hosts scanned. Azure describes billing increments as usage amounts that incur a cost, with examples such as time, instances, data size, and requests: Microsoft’s explanation of Azure usage details. AWS Marketplace also lists service-specific dimensions such as data received or retained, requests, and compute time: AWS Marketplace metering guidance.
Use a unit customers can understand and compare with their own records. Raw internal telemetry is not a sound billing unit unless it maps to a clearly disclosed customer-facing measure.

Track and calculate usage in six steps
- Define what qualifies. Document the billable event, unit, and any eligibility conditions. For example, specify which request types count or how you measure data volume.
- Record the customer and event details. Store a stable customer or subscription identifier, event timestamp, billable quantity, event type or dimension, and a unique event identifier where applicable. An AWS Partner Network integration example describes billing events that include tenant, event time, and quantity: AWS Partner Central usage plan example.
- Validate and deduplicate events. Check that an event belongs to an active customer entitlement and the correct billing period. Design retry handling to avoid charging twice for the same event, and retain event-level records so a disputed total can be investigated. The precise deduplication policy depends on the product and implementation.
- Aggregate using the meter’s rule. For additive usage, sum eligible quantities by customer, dimension, and billing period. For a peak, last-value, unique-count, or other non-additive measure, use the method specified by the contract rather than assuming a simple sum.
- Apply the price schedule. Calculate the base charge, rate, package, included allowance, overage, tier, threshold, or credit usage as applicable. AWS Marketplace, for example, calculates bills from submitted metering data and the prices configured for the product: AWS Marketplace metering guidance.
- Show how the charge was reached. Provide the usage amount and unit, billing period, applicable rate or rule, included usage or credits, and resulting charge. AWS Marketplace can show separate line items for dimensions; that display behavior is specific to that marketplace.
Set the reporting interval for your billing system
Choose an interval that gives customers useful visibility and fits your operating requirements and billing platform. There is no cadence that applies to every provider.
- AWS Marketplace SaaS: Its metering guidance recommends hourly reporting and warns that longer intervals can reduce granularity and create reporting risks when a subscription is cancelled or submission is delayed. The same guidance says reported usage for a dimension cannot be amended, making pre-submission validation and an internal audit trail important: AWS Marketplace metering guidance.
- Microsoft Marketplace: Its guidance says to accumulate multiple units consumed within an hour into one usage event: Microsoft Marketplace metering service APIs.
These are marketplace-specific instructions, not general rules for every billing platform. Follow the requirements for the service where you report usage.

Compare pricing mechanics, not just rates
Before calculating a customer’s charge, identify which pricing model the contract uses. Common usage-based approaches include:
- Per unit or pay as you go: The charge varies with measured consumption.
- Fixed fee plus overage: A recurring fee covers an allowance, with additional usage charged separately.
- Package or bundle: The customer pays for a defined quantity of usage.
- Credit burndown: Usage consumes prepaid or committed value.
For the applicable model, check allowance size, overage rate, tier boundaries, treatment of unused packages or credits, billing-period definition, and customer visibility. Refund, expiration, and rollover terms must come from the customer’s contract.

Make each invoice reconcilable
A customer should be able to trace the charge from the usage total to the pricing rule. A useful breakdown identifies the measured quantity and unit, the period covered, the applicable rate or package rule, any allowance or credits applied, and the resulting charge. Keep enough event-level detail internally to investigate a mismatch, particularly when a billing platform limits corrections after usage has been reported.
