A data center opening nearby does not automatically add a new line to your electricity bill. Your bill could rise indirectly if serving the facility requires new power supply or grid upgrades and regulators allow some of those costs to be shared with residential customers. Whether that happens depends on your utility, local and regional rules, the rate class the data center pays, and how much electricity the project actually uses.

How a data center can affect residential electricity rates

Utilities recover the costs of supplying electricity and delivering it through the grid. A large new customer can influence those costs, but the effect on a household depends on several decisions between the project and the monthly bill: what infrastructure is needed, who pays for it, and when regulators authorize cost recovery.

  1. The project requests service. Its expected demand can prompt the utility or grid operator to plan for additional supply or network capacity.
  2. Infrastructure or procurement costs arise. These may involve electricity supply, resources to meet peak demand, high-voltage transmission, or local distribution and interconnection facilities.
  3. Rules assign the costs. A large-customer tariff, special service agreement, or broader rate allocation may determine which customer classes pay.
  4. Approved costs reach bills. Only when costs are recovered through a relevant rate or charge can they affect a household’s bill; the timing and amount depend on the applicable decision.

The U.S. Department of Energy’s January 2025 report on large-load rate design identifies fair allocation of system costs and the risk of stranded investment as central issues. A project that uses less power than forecast, arrives late, or never proceeds can leave infrastructure underused. The allocation of that risk depends on the rules governing the project and the utility.

Keep the cost categories separate

Cost category What it covers Why it matters to a household
Energy Electricity consumed over time and its supply cost. Higher overall demand may affect supply costs, but the effect on a retail bill depends on how the utility procures and recovers those costs.
Capacity or resource adequacy Arrangements intended to ensure enough electricity is available when needed. A charge or cost allocation in a wholesale market is not automatically a matching increase on a residential bill.
Transmission Costs for the high-voltage network, which may be allocated regionally. A regional allocation can reach customers far from the data center, depending on the rules—not simply those who live nearby.
Distribution and interconnection Local system upgrades and facilities needed to connect the project. Who pays depends on the applicable tariff, agreement, and regulatory decision.
Stranded or underused investment Facilities built for demand that arrives late, is smaller than forecast, or does not materialize. Rate design determines whether the project, other customers, or a broader pool bears the resulting costs.

Does living near the facility mean you will pay more?

No—not on proximity alone. A data center’s location does not establish that it caused a particular household’s bill to rise. Costs can be assigned within a utility’s service area or across a regional grid, and a nearby household may not be the customer class charged for the facility’s upgrades. Conversely, a regional cost allocation may affect customers who do not live near the project.

To connect a claimed cost to your bill, there must be a clear path from the project or grid investment to an approved rate or charge that applies to your utility and customer class. A claim about wholesale capacity costs, a transmission dispute, or a utility’s forecast is not, by itself, evidence of a specific increase in a household’s current monthly bill.

What current regulatory examples show—and what they do not

Rules differ by jurisdiction and by stage of decision-making. The examples below illustrate different approaches and disputes; none supplies a universal estimate for a residential bill.

Jurisdiction and source What is established What it does not establish
Virginia — State Corporation Commission Dominion Energy Virginia’s GS-5 class covers data centers and other customers demanding at least 25 MW, with separate rates based on their unique costs. The threshold and rate class do not reveal what any particular household paid because of a data center.
Virginia — 2025 biennial review order The SCC rejected Dominion’s requested base-rate increases of $822 million in 2026 and $345 million in 2027. The commission said its legal duty is to set a revenue requirement allowing recovery of reasonable and prudent projected costs and a reasonable return. The requested amounts were utility-wide case figures, not a calculation of data-center-caused household costs.
North Carolina — Attorney General, September 14, 2026 The Attorney General urged the Utilities Commission to create a new data-center rate class and described a proposed framework for assigning generation and delivery-infrastructure costs. This was a proposal, not an adopted tariff.
Maryland/PJM — Maryland Office of People’s Counsel, 2026 filing The consumer advocate described a complaint disputing allocation of data-center-related transmission costs to Maryland customers and cited approximately $1.6 billion over ten years. That figure is the advocate’s claim about a regional allocation dispute, not an adjudicated universal cost or a household-level bill estimate.

At the federal level, the Federal Energy Regulatory Commission announced on June 18, 2026, that it had issued show-cause orders to all six regional grid operators under its jurisdiction. The orders direct them to justify or reform rules for data centers and other large users, with FERC highlighting transparency into transmission costs and prevention of cost shifting. The proceeding shows that large-load tariff rules are under active review; it is not a finding that every data center has raised nearby residential rates.

What published estimates say about the size of the effect

There is no defensible single dollar amount for what a household “near” a data center will pay based on the available evidence. Location alone is not a rate category, and a local rate order, an advocacy filing, and a national historical estimate measure different things.

A 2026 working paper, Have Data Centers Raised Your Electric Bill? Causal Evidence from the United States, reports that its instrumental-variables analysis estimates data centers modestly lowered average U.S. retail electricity rates from 2015 through 2024. That is the paper’s historical national-average estimate—not a settled forecast, proof that new facilities lower local bills, or a prediction for a particular household. Its study period ends in 2024, before the current wave of regulatory action described by FERC.

The Maryland consumer advocate’s approximately $1.6 billion figure concerns alleged regional transmission-cost allocation over ten years, not a monthly residential bill calculation. Virginia’s $822 million and $345 million figures were requested base-rate increases rejected in a utility rate case, not data-center-specific household impacts. The Associated Press reported in August 2025 that isolating data centers’ effect on bills is difficult and described state efforts to study costs and develop more protective rate structures.

How to check whether a data center affects your own bill

Start with the utility named on your bill. Then trace the claimed cost through the relevant tariff and regulatory record; a project announcement or a large headline figure alone cannot show whether residential customers pay it.

  1. Identify your utility and regulator. Find the electric utility serving your address and the state regulator responsible for its retail rates. If the claim concerns a regional grid cost, identify the relevant grid operator and federal proceeding as well.
  2. Find the applicable rate documents. Review your residential tariff and any large-load tariff or special service agreement that governs the facility. Check whether the data center is in a separate customer class or subject to a minimum-demand or other payment obligation.
  3. Locate the specific proceeding. Search the utility’s rate case, interconnection records, generation procurement filings, and regional transmission docket for the investment or cost being discussed.
  4. Check the status and payer. Determine whether the number is an approved amount, a proposal, a forecast, or a party’s claim. Look for which customer classes are assigned the cost and when recovery is scheduled to begin.
  5. Compare forecast demand with actual use. Check whether the project was built and whether its electricity use matches the demand assumption behind the investment. This matters when assessing the risk of costs for underused facilities.

How to evaluate conflicting claims

Before treating two figures as contradictory, check whether they describe the same place, type of cost, customer, period, and evidence status.

  • Geography: Does the claim concern your utility’s service territory, a state, or a regional grid?
  • Cost type: Is it about energy, capacity, transmission, distribution, or a general rate case?
  • Customer and time period: Is the number for a data center, all customers, a typical household, one auction year, or a multi-year estimate?
  • Evidence status: Is it an approved order or tariff, a regulator filing, an advocate’s allegation, a utility forecast, a news account, or a working-paper estimate?
  • Allocation rule: Is the facility charged directly, placed in a separate rate class, covered by a minimum-demand agreement, or included in broader system costs?
  • Demand realized: Was the facility built, and did it use the amount of electricity assumed when the investment was planned?
