Moon-city visions often treat polar ice as a ready-made water supply. But estimates of hundreds of millions of tonnes are not proven reserves: they do not show how much ice is concentrated at a usable site, how deeply it is buried, or whether a lunar system could recover it economically. The evidence establishes that water exists and may be widespread in permanently shadowed regions; it does not yet establish a mineable supply.

What do the headline estimates actually mean?

NASA’s 2023 overview recounts historical estimates of 300 million metric tons from Lunar Prospector and 600 million metric tons from Chandrayaan-1. These are distinct estimates based on remote observations and modeling, not measurements of a single stockpile or validated estimates of economically recoverable water. NASA’s older summary also reports a modeled total of 6 trillion kilograms while warning that it could be considerably wrong. The figures use different methods and assumptions and should not be added together or presented as a confirmed inventory.

None of these totals answers the practical question for a settlement: how much lunar ice is concentrated, accessible and economical to mine? A global or regional estimate can include material too diffuse, deep, cold, or difficult to reach for a particular extraction system.

What has actually been found on the Moon?

LCROSS sampled one location

On October 9, 2009, NASA’s LCROSS mission impacted the Cabeus crater near the lunar south pole and analyzed material in the resulting plume. NASA’s National Space Science Data Center summarizes the impact area as containing roughly 6% water, with nearly pure ice crystals in some spots. That is evidence of water at Cabeus, not a representative grade for all polar terrain or a measure of the amount a mine could recover. NASA’s LCROSS mission history describes the mission and impact.

Orbital measurements suggest broader distribution

NASA’s October 2024 account of a Lunar Reconnaissance Orbiter analysis describes evidence consistent with ice across permanently shadowed regions (PSRs), areas that receive little or no direct sunlight. The analysis compared neutron signals across 502 PSRs ranging from 4 to 1,079 square kilometers. It did not directly weigh or map all the ice in those regions.

NASA Goddard scientist Timothy P. McClanahan said the analysis indicates at least about five additional liters of ice per square meter in the top meter, relative to surrounding terrain. That is a comparative estimate, not a finding that every square meter contains an accessible layer of ice. NASA also says the ice volume cannot be determined accurately and that it is not known whether deposits lie beneath dry regolith. NASA’s LRO summary provides the study’s results and limits.

Why can’t orbital maps tell engineers where to mine?

Remote instruments infer properties of the lunar surface from signals; they do not produce a detailed map of a deposit’s grade and depth at the scale of a mining machine. In the 2024 LRO analysis, the cited CSETN neutron instrument has a field of view about 18.6 miles (30 kilometers) in diameter, and its neutron signal can originate from as deep as about one meter. Those scales can help identify regional patterns, but they do not resolve the exact distribution of ice in a small excavation area.

Different missions also sense different depths and areas and infer concentration in different ways. The practical distinction is between evidence that a region may contain ice and measurements precise enough to design equipment for a specific deposit. NASA’s 2020 memorandum comparing lunar water measurements describes differences in sensing scale and method among LCROSS, Chandrayaan-1, LRO, and Lunar Prospector.

What must be known before ice becomes a usable resource?

Finding water is only the first link in a chain: detection, local characterization, a recoverable reserve, an extraction system, and an economic case. NASA’s Lunar Water ISRU Measurement Study (LWIMS) states, “Detection of water alone is not adequate for ISRU planning.” It says the nature and extent of the resource remain insufficiently understood and that measurements are needed to select sites and guide hardware and operations.   • Concentration and variability: How much ice is present in the target area, and does its concentration change over short distances?
  • Depth and physical form: Is the ice exposed, mixed into regolith, or buried beneath a dry layer? Are crystals, ice-rich soil, or other forms present?
  • Terrain and thermal conditions: Can equipment reach and operate at the location under its lighting, temperature, and terrain constraints?
  • Excavation and handling: How much material must be moved, and how can it be collected reliably in the local environment?
  • Processing and losses: How much energy is required to release and collect water, what fraction can be recovered, and what material is lost along the way?

These measurements determine whether a deposit is a reserve for a particular system. A location may contain ice but still be a poor choice if the material is too dispersed, too deep, difficult to reach, or costly to process. Different extraction concepts therefore cannot be compared meaningfully without site-specific data and validated performance.

Would lunar ice make a Moon city self-sufficient?

If it can be extracted and processed, lunar water could potentially support life-support needs or be converted into propellant. But those uses depend on recovering a dependable quantity of water at a site, with equipment and energy demands that fit the mission. The sources establish neither an operational lunar water mine nor a validated cost per unit of extracted water, so they do not establish a business case or prove that a city could rely on local ice.

The critical uncertainty is not simply whether the Moon has water. It is whether exploration can identify a deposit whose concentration, depth, accessibility, recovery yield, and operating costs make extraction practical. Until those steps are demonstrated, giant ice totals describe a potential resource—not a ready-made water supply.
